Summary

This position is located at Departmental Offices,Terrorism and Financial Intelligence - Office of Foreign Assets Control. As a Sanctions Policy Analyst, you will serve under the Assistant Director, Policy Division (AD/P), in the Associate Director/Office of Sanctions Policy and Implementation (AD/SPI) which is a component of OFAC. The incumbent will assist the AD/P in the management of OFAC programs, implementing economic and trade sanctions imposed by the United States.

Duties

Help

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Sanctions Policy Analyst, you will:

  • Independently develop policy options for using the authorities under which OFAC operates to address new and emerging threats to the national security, foreign policy or economy of the United States.
  • Determine and/or recommend to the AD/P, new or amended policies, regulations, and procedures required to resolve significant problems or changes that arise in connection with the sanctions programs.
  • Participate in defining policy options in the development of new sanctions programs.
  • Coordinate OFAC's activities in the implementation of sanctions legislation passed by Congress.
  • Routinely monitor and evaluate the effectiveness of OFAC sanctions programs to successfully achieve U.S. foreign policy objectives.

  • Must be U.S. Citizen or U.S. National.
  • All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period.   • Must successfully complete a background investigation.

  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
-Working in a position that deals with analysis of policy, regulations, and related laws concerning economic sanctions or other economic measures to advance national security, such as export controls or foreign investment regulations. Examples of this experience could include, but are not limited to: 1. Policy analysis, development, implementation, and evaluation of U.S. economic sanctions programs; AND/OR 2. Legal or policy aspects or international trade, international investments, and/or international financial transactions.; AND
-Working in a position that requires analysis of sensitive foreign policy issues; AND
-Working in a position that requires effective oral and written communication skills, including the delivery of briefings and documents for senior audiences, as well as interpersonal relations practices, including chairing of meetings and collaboration with diverse stakeholders.

Note: Examples of where these types of experiences could be obtained includes, but is not limited to, a think tank, a federal government agency or banking regulator, a financial institution, a law firm, a corporate entity, an academic institution, or a non-governmental organization.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
- Experience with respect to U.S. economic sanctions or trade embargo programs imposed by the President or other economic measures to advance national security, such as export controls or foreign investment regulations; AND
-Working in a position that requires analysis of sensitive foreign policy issues; AND
-Working in a position that requires effective oral and written communication skills and interpersonal relations practices.

Note: Examples of where these types of experiences could be obtained includes, but is not limited to, a think tank, a federal government agency or banking regulator, a financial institution, a law firm, a corporate entity, an academic institution, or a non-governmental organization.


Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
-Working in a position that requires analysis of U.S. national security and/or foreign policy issues; AND
-Working in a position that requires effective oral and written communication skills and interpersonal relations practices.

Note: Examples of where this type of experience could be obtained includes, but is not limited to, a think tank, a federal government agency or banking regulator, a financial institution, a law firm, a corporate entity, an academic institution, or a non-governmental organization.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
