Duties

Help

Serves as Chief, Office of Investment Management, directing and supervising personnel and functions required to design, manage, and control the operations of the Office of Investment Management within the Army Banking and Investment Fund (ABIF). Performs the full range of supervisory responsibilities and is responsible for personnel work schedules, performance appraisals, disciplinary actions, hiring and firing, training, mentoring and Individual Development Plans.

Defines current practices, to-be processes, and needed functionality. Responsible for continuing operations and future planning. Develop regulatory guidance and statements of policy. Oversee NAF investment program in accordance with DoDI 1015.15. Ensure compliance with Army Regulations and the ABIF's Investment Policy Statement (IPS).

Provides operational support to the Trustees of the U.S. Army Nonappropriated Fund Retirement Plan Trust, 401(k) Trust, and Post Retirement Medical Trust.

Responsible for completion, accuracy, and performance of annual and quarterly oversight reporting in addition to internal and external audits. Coordinate and oversee award and successful implementation of ABIF contracts, serve as Information System Owner (ISO), and Contract Officer Representative (COR). Ensure all Investment ABIF systems are maintained within the Army Portfolio Management System (APMS) and all other required systems for oversight, reporting, and budgeting, in accordance with DODI 1015.15.

Provide budgetary forecasts for expected portfolio income and expenditures. Maintain current and engage new investment counterparties to facilitate the ability to efficiently invest ABIF funds in addition to providing foreign currency for NAFIs.

May perform other duties as assigned.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

MINIMUM QUALIFICATIONS
Extensive experience demonstrating enterprise-level knowledge of investment operations and financial management principles, such as portfolio allocation, performance reporting, risk control, regulatory compliance, and internal control standards in accordance with Treasury policy.

Experience which provided a thorough understanding of automated investment management systems used to oversee and control cash, securities, and other financial instruments.

Experience demonstrating the ability to effectively communicate through both formal written and verbal presentations to higher levels of leadership.

Experience providing a full range of supervisory functions, to include effective leadership, planning and assigning work, performance and conduct management, and ensuring employee training and development.

HIGHLY QUALIFIED CRITERIA

In addition to the above, highly qualified candidates will possess at least one of the following:
1. Bachelor's degree or higher in a directly related financial management discipline,
2. Chartered Financial Analyst (CFA) certification, or
3. At least five years of experience leading large-scale investment programs involving multiple financial institutions, diversified portfolios, and compliance with federal or corporate level financial regulations.
