Duties

Help

  • Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
  • Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, competence, workload availability, work priorities and team member functional development.
  • Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work related information to the supervisor.
  • Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency, and work products.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Technical and Medical Support positions to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technical Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

  • Experience that involved work measurement, simplification, and standardization.
  • Methods analysis and improvement.
  • Analysis and design of work center facilities and equipment.
  • Planning and control of industrial operations.
AND

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-III, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience in leading teams by assigning and balancing workloads to ensure optimal performance, clearly communicating assignments, project requirements, and critical deadlines to team members while monitoring work in progress, demonstrates analytical capabilities in evaluating the efficiency and effectiveness of program operations, gathering and analyzing facts to devise and implement solutions to complex problems.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ability to plan, organize, and direct the functions of a unit and mentor, motivate and appraise subordinate staff.

  2. Knowledge of organizational workload requirements, procedures and the substantive nature of operating programs and their inter-relationship. Knowledge of the missions and functional responsibilities of the division and branches, their requirements and logistics processes as they relate to the division. May include relationships with programs at other centers.

  3. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives.

  4. Analytical ability to discern the medium and long-range effects of a multiplicity of logistics programs developed within and external to the division.

  5. Ability to communicate, both orally and in writing, in order to gather information, maintain, write and track contracts, and various other types of requirements for duties performed.

  6. Knowledge of Exercise Evaluation, Overall Readiness Exercise and Inspection requirements.

  7. Knowledge of labor standards, controls and reporting procedures.

  8. Ability to communicate effectively orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NJ-04 equivalent to a GS-12 to GS-13.
