The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for an AcqDemo Classification Specialist (NH-0201-03, GS 12/13 equivalent).

Description:
The Space Systems Command in El Segundo, CA, is searching for a well-qualified candidate to fill the AcqDemo Classification Specialist position for the Human Capital Directorate. Come join our amazing team and help ensure there is never a day without space!

Space Systems Command is the birthplace of the U.S. Space Force's ballistic missile and military space program and is the center of acquisition excellence for acquiring and developing military space systems. Our portfolio includes the Global Positioning System, military satellite communications, defense meteorological satellites, space launch and range systems, satellite control networks, space-based infrared systems, and space situational awareness capabilities.

This is a non-supervisory position located in the HR Personnel Support Division, Human Capital Directorate, performing a full range of classification duties associated with civilian hiring actions. This role requires expert knowledge in classifying AcqDemo positions.

The specialist is responsible for planning, developing, and carrying out the full range of position classification and position management advisory services for SSC-serviced organizations. This includes providing technical guidance to HR liaisons, managers, and employees with information and interpretations of OPM, DoD, and Air Force HR Classification policies, procedures, and guidelines, requiring expert knowledge of the Classification Standard and Supervisor Guide. The role also involves providing classification, organizational design, position management, and job restructuring services to all levels of management. Furthermore, the specialist will advise on major restructuring initiatives, develop and implement classification, and direct business rules and best practices to ensure effective use of directorate resources. As the AcqDemo classifier, you will also serve as an AcqDemo program Point of Contact for special programs and recruiting.

The ideal candidate for this role is a seasoned, proactive, and strategic HR partner who can expertly navigate the complexities of federal position classification to support a dynamic and highly technical workforce. They must possess comprehensive mastery of federal HR programs, with a deep specialization in position classification, position management, and a primary focus on the Acquisition Demonstration Project (AcqDemo). This individual will leverage strong analytical skills and a thorough understanding of federal personnel laws to diagnose complex workforce issues and provide strategic recommendations on organizational structure. Acting as a trusted advisor to senior leadership, they will confidently address complex classification matters with exceptional written and oral communication skills. This role requires an innovative problem-solver who can develop solutions for issues without clear precedents while demonstrating leadership by guiding projects and training other HR staff. Finally, the candidate will be proficient with automated HR systems and will build effective, professional relationships, handling all sensitive information with the utmost discretion.

Key Skills and Abilities:
1. Knowledge of the full range of federal HR personnel programs, position classification and position management and a wide range of other federal personnel management laws, regulations, executive orders, functions, theories, concepts, policies, precedents, practices, and techniques and the interrelationship of various personnel disciplines.
2. Knowledge of the agency's, management's, and installation's objectives, missions, and operating programs and implications on command and/or agency personnel management programs and organizations.
3. Knowledge of the methods and techniques of fact finding, analysis, qualitative and quantitative evaluation and diagnosis, and the resolution on complex problems to analyze substantive organizational and operational practices and problems and develop concrete action plans to provide appropriate HR recommendations and solutions to management.
4. Skill in written and oral communication techniques sufficient to develop and deliver briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
5. Ability to use automated systems to affect personnel actions, change data fields, retrieve data, create reports and queries, utilize email, and operate basic word processing functions.
6. Ability to maintain effective relationships with management officials, co-workers, and others to ensure cooperative resolution of problems and provide effective coordination of activities.

  • Employee must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Incentive is not authorized.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
