This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Directs the work of the Real Property Branch, performing supervisory functions and responsibilities. Provide program management for real estate and real property functions of Ft Meade. This branch falls within the Master Planning Division of the Garrison's Public Works Directorate.

Duties

Help
  • Serves as Installation Real Estate Officer, empowered with full responsibility for representing installation policy with Federal Government agencies, State and local governments, and individual and corporate owners.
  • Appointed Installation Real Property Accountable Officer, empowered with full signature authority for transfer and acceptance of installation real property.
  • Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees
  • Performs supervisory function, such as developing performance plans, evaluation of work performance of subordinates, and provides recommended ratings of record.
  • Work includes lease renewal, asset management, building acceptance, space utilization, key control, and in/out grants.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) leading space management program, to include the assignment and utilization of facilities, and managing the inventory, accountability, and reporting of all real property assets; and 2) executing out-grants and in-grants (leases, licenses, permits, easements) and ensuring compliance with federal and/or local city, or state government regulations; and 3) leading a technical staff, conducting physical inventories, and ensuring data accuracy for audit readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
