This position serves as the Deputy Director for Technical Intelligence (DET) and directly supports the Director for DET, Missile Defense Agency.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.


As a Supervisory Security Specialist at the NH-0080-4 broadband level, some of your typical work assignments may include:

  • Supports management of the Technical Intelligence Division, which provides integrated, multi-disciplinary Program Protection, Special Security, Cyber Assistance, Counter Insider Threat, Intelligence, Counterintelligence, and Threat Systems Engineering support to MDA Leadership and Program Managers, ensuring uncompromised execution across all MDA components for the acquisition, development, test, and deployment of the Missile Defense System (MDS).
  • Serves as the Security Expert for DET providing expert, authoritative security and protection advice and guidance to senior agency personnel in the application of program protection, information security, classification and declassification management, industrial security, and/or operations security policies, requirements, standards and criteria, through direct interaction with system and technology planners, designers, developers, and acquisition authorities across the MDA.
  • Directs, manages, and guides program activities required to lead the efficient management operations of the DET organization.
  • Serves as the senior key advisor and authoritative source on a wide variety of operations and procedural matters and activities. Ensures accuracy of information and briefs DE, DET, and Division managers on potential problems and recommends alternative courses of action.
  • Leads or participates in special projects, studies, or other management intelligence or security where there are no clear organizational functional lines and/or that cut across organizational functional lines to analyze and develop internal oversight processes, procedures, compliance, and requirements issues.
  • Directs and leads administrative aspects of the program decisions and operations in accordance with relevant Laws, Executive Orders, DoW, and MDA guidance.
  • Assists in the development of the Technical Intelligence and Security budget and execution plans to ensure proper allocation and controls of funds for administrative, travel, training, and intelligence/security related
    activities. Reviews and revises budget plans when new requirements are identified.
  • Directs and leads all actions within the directorate to include correspondence, suspense actions, inquiries, and other reports or responses designed for external dissemination.
  • Responsible for the successful day-to-day management of overall complex program activities and taskings to ensure the adequacy and accuracy of DET management processes and reporting in support of program objectives, goals, plans, and security.
  • Represents MDA DET interests at senior and action officer level meetings within MDA and with OSW, the Joint Staff, the Services, and other Defense agencies.
  • Assigns work and provide technical oversight to subordinates, including developing performance plans, ensuring completion of training, evaluating work performance, and providing ratings of record.

  • Must possess or obtain, and retain the Security Asset Protection Professional Certification (SAPPC), and the Security Integration Program Professional Certification (SIPPC) within three (3) years of entry on duty.
  • Incumbent must obtain/maintain Special Sensitive (TS/SCI) security clearance.

Qualifications

You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the H-03/GS-13 grade level in the Federal service as listed below and must meet specialized experience listed below to be qualified:

  • Experience directing, managing, and guiding program activities required to lead the efficient management
    operations of a large security and/or intelligence organization.
  • Experience with security principles, methods, and techniques related to development, acquisition, and deployment of complex weapons systems such as SCI and/or SAP security, Information Security, Classification and Declassification Management, and/or Operations Security.
  • Experience with the roles, missions and functions of the US intelligence and counterintelligence communities.
  • Experience coordinating multi-disciplined requirements and processes among multiple stakeholders at varying levels of command and influence across OSD elements, military services, federal agencies, industrial partners, and foreign government representatives.
