The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base, California is searching for an AcqDemo Program Analyst (NH-0201-03, GS 12/13 equivalent).

Description:
The Space Systems Command in Los Angeles, CA, is seeking a qualified AcqDemo Program Manager for its Human Capital Directorate. Join our team and help ensure there is never a day without space while supporting the world's most advanced space and missile technologies. As the birthplace of the U.S. Space Force's military space programs, Space Systems Command is the center of acquisition excellence, managing a portfolio that includes the Global Positioning System, military satellite communications, and space situational awareness capabilities. In the critical role of AcqDemo Program Analyst, you will provide expert guidance on the DAF Acquisition Demonstration (AcqDemo) Program, working closely with enterprise-wide initiatives to shape the policies that support our nation's top scientists and engineers.

Your responsibilities will include serving as a professional specialist for the AcqDemo program, maintaining a deep knowledge of civilian personnel policies. You will assist in implementing DAF AcqDemo policy, evaluate the program's effectiveness in meeting the needs of the acquisition community, and analyze policy changes to develop recommendations. This position also involves representing the DAF AcqDemo Program Office in various forums, building alliances with external organizations, and delivering essential training to managers, supervisors, and administrators.

The ideal candidate is a recognized functional and technical expert in Human Resources, whose advice and assistance are regularly sought to resolve diverse and highly complex problems. This individual excels at developing and implementing innovative solutions that span multiple disciplines. A proven leader, they are adept at guiding, motivating, and overseeing individuals and teams, with a strong focus on achieving project and program objectives. They possess exceptional communication skills, confidently presenting briefings to senior leaders to gain consensus and approval for critical initiatives. Furthermore, this candidate is a proactive and strategic thinker who leads others in formulating and executing team plans, anticipates potential obstacles, and develops sound action plans to ensure mission accomplishment, all while fostering an environment of cooperation. Minimum of a Bachelor's Degree in Public Administration, National Security Studies, Business Administration, or a related field is highly preferred.

Key Skills and Abilities:
1. Knowledge of and skill in applying a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, suitability, on-boarding, and other programs.
2. Knowledge of advanced federal HR principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve HR problems not susceptible to treatment by standard methods.
3. Knowledge of HR information systems and data standards sufficient to retrieve and manipulate data for projects such as identifying trends in civilian hiring execution rates, employee recruitment and retention, and end-to-end hiring timeliness, hierarchy, telework eligibility, furlough coding, length of service awards, etc.
4. Ability to establish and maintain effective relationships with management and other HR partners both internal and external to the organization.
5. Ability to gather, analyze, and executive complex projects and/or studies within established time constraints.
6. Ability to communicate effectively orally and in writing.

  • Employee must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Incentive is not authorized.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
