Summary

The Training Specialist will design, develop, deliver, and evaluate complex education, training, performance improvement and/or career development programs using the ADDIE instructional system design (ISD) model to ensure that training is consistent, of high quality, and is legally defensible. The selectee will also play a lead role in training curricula related initiatives including providing oversight of development, maintenance, delivery, and evaluation for assigned curricula.

Duties

Help
  • The duties may include, but are not limited to:
  • Managing curricula and/or operational functions related to training and education.
  • Leading teams of trainers, training developers, and training technicians to develop and deliver training initiatives and programs.
  • Utilizing a wide variety of learning methods including technology-based approaches to provide consultative services.
  • Analyzing program and personnel needs for use in the development of products and services.
  • Selecting the best instructional methods to promote learning and to match the needs of the learning audience.
  • Developing course materials to ensure alignment with the learning objectives and established standards.
  • Reviewing completed work to see that the supervisors’ instructions on work priorities, methods, deadlines and quality have been met.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience analyzing, designing, developing, delivering, and evaluating specific course content or materials related to education, training, performance improvement or career development programs.
  • Experience revising training materials based on a change in work expectations or feedback from customers, supervisors, or subject matter experts.
  • Experience participating in or leading portions of projects related to education, training, performance improvement and/or career development programs including curriculum development.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
