The primary purpose of this position is to serve as a professional Electrical Engineer performing operations and maintenance (O&M) engineering duties in support of a military installation. Participates in the performance of O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure, facilities, including utility systems, utilizing a professional knowledge of electrical engineering.
Provides electrical engineering support to trades and craft shops.
Coordinates projects with engineers in other disciplines or with architects; keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
In conjunction with the primary duty of maintenance engineering, on a less frequent basis performs work in the construction management, design, and/or programming/base development functions.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of electrical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc.
Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of electrical engineering.
Evaluates/recommends programs and development plans and advocates for project requirements; performs work in facilities operations and maintenance (O&M) functions.
Provides consulting services and project coordination; collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of electrical engineering.
Plans, programs, budgets, and executes required projects in support of assigned programs; performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of electrical engineering.
Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of electrical engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements.
Provides consulting services and project coordination; collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Electrical Engineering Series 0850.
BASIC REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR COMBINATION OF EDUCATION AND EXPERIENCE -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of electrical engineering concepts and principles as well as the ability to apply standard electrical engineering practices, methods, and techniques to perform following specific instructions, relatively routine projects, or a portion of a larger and more complex project. OR EDUCATION:Meet the basic education requirements and successfully completed one full academic year of graduate level education or superior academic achievement. NOTE: You must submit copies of your transcripts.
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large and complex projects. Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
OR EDUCATION: Meet the basic education requirements and completed 2 years of progressively higher-level graduate education leading to a master's degree or a master's equivalent graduate degree. NOTE: You must submit a copy of your transcripts.
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and abilities applicable to a wide range of electrical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from pervious approaches to similar projects in order to provide for the specialized requirements of some project; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design.
OR EDUCATION: Meet the basic education requirements and successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your transcripts.
SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and skill of electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments. Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. The SF-50, block 24 must contain "1" or "2" AND block 34 must be a "1". Employees eligible under an OPM approved interchange agreement, block 34 may contain a "1" or "2".
