The primary purpose of this position is: To serve as the Environmental Element Manager and Contracting Officer's Representative (COR) for the Civil Engineer Base Maintenance Contract. Duties

Help

  • Directs, plans, and organizes the activities of the Environmental element. Performs contract management responsibilities.
  • Responsible for executing assigned program element(s), in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
  • Represents the Environmental element with a variety of installation and functional area organizations.
  • Communicates and coordinates base Environmental matters with higher headquarters, regulatory agencies, and community officials as needed.

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency (CONT.)
  • and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
GS-0801/0819: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of Education and Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum.

GS-0020: A Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR
Combination of Education and Experience:
Courses equivalent to a major in one of the disciplines, as shown above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus below listed specialized experience. NOTE: You must submit a copy of transcripts

GS-0401: A Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: You must submit a copy of transcripts

OR
Combination of education and experience:
Courses equivalent to a major biological sciences, agriculture, natural resource management, chemistry, or related disciplines, plus below listed specialized experience or additional education. NOTE: You must submit a copy of transcripts

GS-1301: A Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: You must submit a copy of transcripts

OR
Combination of education and experience:
Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus below listed specialized experience or additional education. NOTE: You must submit a copy of transcripts

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes abilities applicable to a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related disciplines as they relate to environmental functions. Experience in working with applicable Federal, State, and local environmental laws, regulations, or integration principles and practices, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices. Experience of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects, studies, and programs. Ability to plan, develop, coordinate, and monitor environmental facilities or projects so as to assure compliance with applicable objectives, standards, and requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of current U.S. environmental laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs.

2. Knowledge of Air Force programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to environmental programs.

3. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management.

4. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations and orders.

5. Skill in construction and service contracting procedures relevant to executing environmental related contracts.

6. Ability to effectively communicate via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for any specific audience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
