The position is located in the Architect of the Capitol (AOC), Office of the Chief Financial Officer (OCFO). The Administrative Officer (AO) executes the administrative program vision and plan for the OCFO. The AO implements (or expands) administrative strategies for each program area, including but not limited to developing written communications, major reports, standard operating procedures and office operations.

Duties

Help

The Administrative Officer serves as an expert in organizational methods, equipment, human capital, purchasing, inventory, contract support, information technology administration and reports management.

Administrative Management

  • Reviews, prioritizes and addresses substantive and complex issues impacting the planning, implementation and evaluation of OCFO programs and services that require an in-depth understanding of the OCFO policies and Strategic Plan goals.
  • Manages and directs office support functions for the OCFO, including purchasing, inventory controls, contracting, space management and records maintenance. Establishes, reviews and updates written policies and procedures. Ensures office procedures meet the organization's needs and are consistently understood and followed.
  • Serves as point of contact to ensure that all Human Capital policies, processes, procedures and initiatives are implemented in an appropriate and timely manner, including requests for personnel action requests (PARs).

Information Dissemination

  • Ensures that informational strategies promote an understanding of programs and procedures for a variety of target audiences in alignment with the overall OCFO strategic plan.
  • Develops original correspondence reflecting the views and policies of the OCFO. Coordinate daily calendars, appointments and, events, serving as the point of contact for modifications and arranges conference calls. Facilitates internal and external communications distributing information and scheduling presentations.
  • Uses project management techniques to ensure events/informational campaigns are properly coordinated and effectively executed with a high degree of quality.

Reports Preparation

  • Develops program information and communications for staff with varied degrees of comprehension of agency programs and policies.
  • Provides executive level administrative support by conducting research, handling information requests and performing office management functions.

Performs other related duties as assigned.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Serving as program coordinator in support of organizational programs and activities participating in planning, processing requests, assisting employees, and developing administrative controls;
  • Executing office support functions including purchasing, acquisition, information technology support, records maintenance, travel administration, and human capital;
  • Providing recommendations to various levels of staff on administrative and procedural requirements; and
  • Writing, researching and editing informational materials that are compliant with required editorial styles and rules of grammar.

To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Providing support for Human Capital Management Division (HCMD) issues to include staffing and recruitment, position classification, employee and labor relations, human capital planning and performance management;
  • Managing and executing office support functions including purchasing, acquisition, information technology support, records maintenance, travel administration, and human capital;
  • Formulating informational strategies which promote an understanding of programs and procedures for a variety of target audiences in alignment with a strategic plan; 
  • Advises and recommends innovative approaches for avoiding and /or resolving problems and reducing conflicts on administrative and procedural requirements; and
  • Developing and delivering oral and written presentations and making recommendations on management issues in concise and convincing language.


The ideal candidate is an energetic and politically savvy professional with highly developed strategic planning skills who can synthesize complex information to produce cogent presentations and other written products. A bachelor’s degree is desirable
