Summary

This position serves as the Supervisory Administrative Officer for the Care in the Community Service Line at the Martinsburg VAMC, in Martinsburg, WV. The incumbent will have a wide latitude of judgment and responsibility under the Chief of the service. The Supervisory responsibilities will include supervision of the financial management specialist and the program analyst and other administrative staff defined by the service chief.

Administrative Management (75%)

  • Manages the operations, rules and regulations, guidelines for Care in the Community, Mission Legislation.
  • Manages requests requiring administrative actions, such as multiple VISN 5 or national suspense items, Extra Views, and Congressional responses.
  • Serve as the operations expert, and set administrative priorities.
  • Analyzes work processes and is assigned special studies to evaluate administrative operations of Service programs.
  • Prepares reports, justifications, charts, graphs for statistical and narrative data for briefings and presentations to management officials.
  • Manages workload that monitors productivity and pulls reports for Analysis and presentation to the Medical Center Director.
  • Plans, develops, and conducts studies or oversees/participates in the completion of studies to assess current programs.
  • Identifies service metrics and reviews data, validates accuracy, analyzes findings.
  • Ensures all administrative and regulatory requirements pertaining to the function of the service are met.
  • Provide service line and labor cost analysis.
  • Understand and will be able to support unit cost accounting, yearly budgeting, cost and spend data reporting and analysis.
  • Will have primary responsibility for researching and performing detailed analysis of national Office of Integrated Veterans Care policies to determine the impact on local operations and advise management on best practices.
  • Will have primary responsibility for planning and conducting studies to evaluate effectiveness and efficiency and develop recommendations for improvement and problem resolution to CITC Chief and MVAMC executive leadership for their concurrence
  • Serve as a station liaison and subject matter expert for referrals to Care in the Community through the utilization of the following: traditional fee service package, DOD Sharing Agreements, Affiliated Veterans Care Agreements, National contracts, Local Contracts and contracts with National Third-Party Administration.
  • Determine oversight of data management and will gather, compile, and analyze data from multiple sources which may require reconciliation of multiple reporting requirements and formats to ensure accurate information.
  • Manage workload that monitors productivity and pulls reports for Analysis and presentation to CITC Chief, Medical Center Director and Care in the Community Oversight Committee and MVAMC Governing Board if needed.
  • Manage the operations, rules and regulations, guidelines for Care in the Community, Mission Legislation or applicable laws with a full understanding of the program, care coordination, scheduling, directives and consult management.
  • Serve as the operations expert, setting administrative priorities, and ensuring the assigning administrative and operational work to employees.
  • Analyzes work processes and is assigned special studies to evaluate administrative operations of Service programs
  • Oversee computer system related outages affecting productivity and addresses accordingly.
  • Plans, develops, and conducts studies.
  • Identifies service metrics and reviews data, validates accuracy, analyzes findings, and makes programmatic recommendations based on analysis.
  • Provide administrative oversight of all Service operation.
  • Provide analysis of performance data to supervisory staff, Executive leadership and clinical staff.
  • Serve as a fund control point (FCP) official for at least 8 FCPs.
  • Support unit cost accounting, yearly budgeting, cost and spend data reporting and analysis.
  • Provides the full range of supervisory duties for clerical and administrative staff and administratively supports the supervisors for the clinical staff assigned in the Service.

Qualifications

TO QUALIFY THIS POSITION, YOU MUST THE FOLLOWING:

SPECIALIZED EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties in this position. Specialized experience is experience where you were responsible for providing a variety of management services essential to the direction and operation of a clinical program to include budget/fiscal management; human resources/personnel management; analyzing and evaluating data to ensure the efficiency and effectiveness of a clinical program; ensuring staff are kept updated on regulatory changes through informal/formal training; and knowledge of procurement and contracting administrative functions. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position along with the date and year and the number of hours a week spent in such employment.
