Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-11, you must meet one of the following:

A. PhD or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a PhD degree in actuarial science, mathematics, statistics, business, finance, economics, insurance, or computer science AND a course of educational study as described in the Education paragraph (A) below. (TRANSCRIPT WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION)

B. A combination of education and experience that includes both of the following requirements: One year (52 weeks) of specialized experience equivalent to the GS-09 level within the public or private sector to include: 1.Researching, coordinating, and providing input for reports utilizing actuarial techniques AND 2.Analyzing, interpreting, or communicating actuarial data and information AND 3.Providing actuarial assistance in review of cost estimates, payment models, or managed care programs; AND 2) a course of educational study as described in the Education paragraph (A) or (B) below. (TRANSCRIPT WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION)

C. Successfully completed three of the Society of Actuaries (SOA) or Casualty Actuarial Society (CAS) examinations, or received credit for three of the Joint Board for the Enrollment of Actuaries (JBEA) examinations AND have one year of professional actuarial experience equivalent to at least the GS-09 level within the public or private sector to include: Researching, coordinating, and providing input for reports utilizing actuarial techniques AND Analyzing, interpreting, or communicating actuarial data and information AND Providing actuarial assistance in review of cost estimates, payment models, or managed care programs; AND a course of educational study as described in the Education paragraph (B) below. (EDUCATIONAL & SOA/CAS/JBEA TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)

TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to substitution of education for experience and combination of experience and education. Please see "Required Documents" section below for what documentation is required at the time of application.

In order to qualify for the GS-12, you must meet one of the following:

A. One year of actuarial experience, equivalent to the GS-11 level within the public or private sector to include: 1.Constructing and manipulating data files for actuarial analysis AND 2.Applying actuarial theories, principles, and methodology to analyze and evaluate financing issues AND 3.Preparing technical reports, presenting findings to management and stakeholders, and working collaboratively with other actuaries, analysts, and program officials; AND a course of educational study as described in the Education paragraph (A) or (B) below. (TRANSCRIPT WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION)

B. Successfully completed four of the SOA or CAS examinations, or received credit for three of the JBEA examinations AND have one year of actuarial experience, equivalent to the GS-11 level within the public or private sector to include: 1. Developing, operating, and maintaining programs that construct and manipulate data files for actuarial analysis. AND 2. Applying actuarial theories, principles, and methodology to analyze and evaluate financing issues AND 3. Preparing technical reports, presenting findings to management and stakeholders, and working collaboratively with other actuaries, analysts, and program officials; AND a course of educational study as described in the Education paragraph (B) below. (EDUCATIONAL & SOA/CAS/JBEA TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have one of the following educational requirements:

A. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. (TRANSCRIPTS WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION).

B. A combination of education and experience that includes both of the following requirements: (a) Technical work experience in actuarial support work or in mathematics AND completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites. The Salary Ranges for the GS-11 and 12 are as follows:
GS-11: $85,447 to $111,087 and the GS-12: $102,415 to $133,142
