Analyze, evaluate, and select the best method of contract delivery of construction contract for wide variety of conventional and complex multi-purpose project.
Conducts cost estimation/cost analysis, evaluation and negotiations of complex and costly modifications and claim.
Lead negotiation with contractor for new contract and participate in the most difficult negotiation of modification as a representative of the Contracting Officer.
Prepare Finding of Fact with exhibit for claim, which are anticipated to be lengthy, complex and/or contain unusual cost factor.
Prepare estimate for monetary claim, which are anticipated to be forwarded to ASBCA for a decision on merit and/or quantum.
Monitor preparation and/or submission of documents necessary for timely contract closeout in accordance with contract requirements.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Position requires Temporary Duty Travel (TDY) at least 25% of the duty time.

Specialized Experience:One year of specialized experience in the Federal service which includes: 1.)construction management (quality and schedule management and technical issue resolution), and 2). construction contract administration (scoping and negotiation of modifications, submittal review, and payments), and supervision of subordinate professional employees.
