Help
  • Supervisory duties are estimated at 25% of the incumbent’s time will be dedicated to supervisory responsibilities.
  • Serves as a senior Budget Officer and authoritative expert for agency wide budget formulation and execution.
  • Recommends resource levels, annual allotments, and funding strategies to OCFO senior leadership to ensure alignment of agency priorities, statutory obligations, and available appropriations.
  • Performs independent review and analysis of programmatic and financial data to advise senior leadership on fiscal risks, tradeoffs, and strategic resource decisions.
  • Tracks the progress of agency appropriations through Congress and analyze impacts of Congressional action on execution plans and resource availability.

Qualifications

For the GS 15: You must have one year of all the specialized experience equivalent below to at least the GS-14 grade level in the Federal service or equivalent which includes all of the following:

  • Developing and implementing agency-wide budget policies, internal controls, and analytical tools to strengthen financial stewardship, improve transparency, and align budget structure and performance objectives with organizational priorities;
  • Exercising delegated authority over funds control and execution, reviewing and recommending allotments, monitoring obligations and burn rates, mitigating over/under execution risks, and ensuring compliance with appropriations; statutes, OMB guidance, and the Anti-deficiency Act;
  • Interpreting and applying complex statutes, appropriations language, OMB circulars, and executive directives to assess fiscal risks and provide strategic decision support to the CFO and senior leadership on policy and operational initiatives;
  • Serving as an authoritative advisor responsible for enterprise-wide budget formulation and execution across multiple appropriations (Salaries & Expenses, Trust, Revolving, and mandatory funds), providing expert guidance to executive leadership on resource allocation, fiscal law, and funding strategy.


Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.
