This position is located in the Office of Security Services

The USITC is a dynamic and mission-driven agency. This position is in the Office of Administrative Services, Office of Security, of the USITC. The incumbent serves as the Director of the Office of Security and the technical advisor to the Chief Administrative Officer and Commission on matters relating to information security, except for network-based cyber-security (including the protection, handling, and destruction of classified and unclassified information), personnel security, physical security, continuity and occupant emergency planning and response, and occupational health and safety. The security program includes contract management of the security guards and the equipment and maintenance of physical security systems, including HSPD-12 compliance. The incumbent serves as the Facility Security Officer, Emergency Response Incident Commander, and COOP Coordinator.

In addition, the incumbent manages and oversees day-to-day operations of personnel and office activities. Works with the Chief Administrative Officer and associated staff to prepare the annual budget and spending plan for the office. Develops, implements, and evaluates internal controls and procedures to ensure that all practices adhere to the policies for good stewardship and customer services established by the Commission. Analyzes and interprets statutes, regulations, government-wide guidance, and Commission directives affecting the work of the office.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 obtained in the federal or private sector in the following: administering, executing, and/or overseeing personnel security, information security, and/or physical security and safety programs; developing policies, procedures, and internal controls for such programs; advising management on issues related to such programs; developing and executing budget plans; and performing a full-range of supervisory duties such as assigning work, setting short and long-term goals, establishing performance standards, evaluating performance of subordinates, and hiring and developing staff.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience for this position.

  • Knowledge of financial management concepts and administrative principles, practices, and techniques in order to plan and perform work assigned.
  • Ability to achieve and execute a comprehensive plan to deliver a full range of security services for a federal agency; and skill in analyzing program results and making recommendations to achieve desired results.
  • Ability to manage a subordinate staff of Federal employees and contractor personnel to achieve program objectives.
  • Ability to effectively liaise and partner with agency executives, other high-ranking managers, supervisors, and staff throughout the agency, as well as management officials of contract firms and other government agencies.
