Duties

Help

Performs initial development/review for pilot implementation/evaluation of very complex DOD, USAF, and AFMC directed workload quality controls and program, and reviews /refines existing workload process and quality requirements IAW established regulations, policies, procedures and processes. Incumbent of this position performs all the following duties, receiving broad administrative guidance from the Quality Assurance Officer.

Within assigned areas, develops, documents, and implements the accomplishment of the Aircraft Maintenance Group Quality Assurance Surveillance Plan.

Performs a wide range of quality assurance assessments and oversight on critical aircraft processes within program depot level maintenance. Plans organizes and accomplish the QA activities of assigned functional areas to ensure compliance with legal and regulatory requirements, and that customer needs/ requirements are met.

Performs investigations, supports functional area program management, corresponding chairperson responsibilities as applicable to ODR/DR investigations, associated back-to-back activity and Logistics/ Maintenance Standardization Evaluation Program (LSEP/MSEP) requirements involving AFMC, Field, other Depot, ALC, and Wing Focal Points.

Interprets and applies product specifications, technical data, regulations, policy statements, and other guideline materials. Verifies product quality using evidence gathered through sampling inspections, deficiency report investigations, or, when appropriate through research or pertinent quality history.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individual Occupational Requirements

Education
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience
General Experience (for GS-5 positions): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Identifying inadequacies and requesting corrective action.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in produces desired results, in the needed time frame, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume an execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding and or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completes work meets project/program objectives. Leadership and/or supervisor effectively promote commitment and organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of ISO 9000, AS9100, AFMC Maintenance Standardization Evaluation and Logistics Standardization Evaluation Program, and ALC/Depot quality methodologies, standards, policies and programs, and a working knowledge of organizational Quality Assurance (QA) practices, procedures and processes supporting depot maintenance activities and the group.
2. Knowledge of organizational quality programs, missions, functions, goals, objectives, production processes and material sources, and the ability to incorporate QA and Process Improvement practices to ensure continual improvement throughout the industrial complex.
3. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical production programs. Skill in preparing reports and in organizing and delivering briefings to commanders, directors, and managers, to encourage understanding and acceptance at all levels.
4. Knowledge of Statistical Process Control (SPC) tools such as Histograms, Pareto Analysis Charts, run charts, bar charts, burn up/down charts, cause and effect analysis/control charts, and Root-Cause Analysis and process charting.
5. Knowledge of Safety, Security, and Operational Risk Management (ORM) regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions, mentor, motivate, and apprise the staff of an organization through personal contact.
7. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
8. Knowledge of inspection, audit, sampling, and measurement techniques.
9. Ability to communicate both orally and in writing.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
