About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This is a Direct Hire Solicitation for Certain Competitive Service positions within Department of Defense.

This position may be eligible for situational telework as determined by the agency policy.

Duties

Help
  • Serve as expert advisor to senior executive officials in the Office of the Secretary of Defense regarding budget formulation, presentation, execution, and reporting for service members and their families.
  • Responsible for identifying, coordinating and implementing automation initiatives which improve the analytical processes associated with budget formulation, analysis and execution, contract oversight, and audit readiness.
  • Evaluate long-range organization plans to determine the basis and scope of future budgetary requirements.
  • Formulate budget requirements to support the critical enduring needs of MCFP Total Force Family Assistance Programs.
  • Prepare budget estimates in accordance with guidance from the DoD Comptroller and participates in the annual Program Objective Memorandum (POM) and the President’s Budget (PB) preparation for submission to Congress.
  • Create databases, reporting procedures, and data displays depicting the needs of service members and their families and program budgets responding to those needs.

  • This position is designated Non-Critical Sensitive (Secret) and requires a Tier 3 investigation favorably adjudicated.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires a financial management Level 3 certificate.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes evaluating organization plans to determine future budgetary requirements, formulating budget requirements to support the critical enduring needs of service members and their families, recommending program and/or budget changes to meet the needs of service members and their families, providing training to other budget analyst personnel, and identifying solutions to potential problem areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
