Duties

Help

  1. Serves as senior team member in quality assurance staff assistance visits and oversight inspections. Facilitates implementation of assessment methodologies.
  2. Plans, schedules, and facilitates Quality Assurance Staff Assistance Visit (SAV) and Oversight inspection (OJ) events within schedules and priorities set by higher management.
  3. In support of the Strategic Plan, incumbent identifies systemic issues or processes that require further analysis and improvement.
  4. Serves as the team SME on site visits to other Air Logistics Centers, Product Centers, Test Centers, other government organizations and/or contractor facilities to observe applications of repair, manufacturing, overhaul technologies, administrative and support processes.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR

Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

  • Reviewing production activities and capabilities in light of contract quality requirements.
  • Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Identifying inadequacies and requesting corrective action.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in comprehensive and thorough knowledge of principles, concepts, and methodology related to one or more quality assurance functional programs to identify and analyze complex technical problems and the skill and knowledge to develop innovative solutions; knowledge and skill in applying various principles, practices, and techniques to investigate, analyze, and effect corrective action on difficult and complex assignments including such areas as statistical analysis, control and sampling; and quality data analysis and evaluation to determine compliance with the many associated aspects of quality control; broad knowledge of munitions handling and safety, transportation, storage, rules, and regulations; extensive knowledge of quality assurance concepts, principles, methods, and practices and skill to design, plan, and implement an effective and economical quality assurance program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive and detailed knowledge and understanding of management principles, practices and ability to
apply this knowledge to all facets of the Quality Assurance Program.

2. Knowledge in the application of a variety of complex logistics and industrial management concepts and
analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial
program operations. Thorough knowledge of Air Force depot maintenance, production, industrial management,
administrative, supply program, management policies, principles and practices is required.

3. Knowledge of group strategic goals and objectives sequence and timing of operational events and milestones.
Skill in planning and conducting comprehensive Quality Assurance Staff Assistance Visit an Oversight Inspection
activities to affect the changes necessary to improve the maintenance and maturity level of the organization.
Ability to quantify costs/savings derived from implementation of CPI activities.

4. Knowledge of a wide range of Continuous Process Improvement tools to include: Lean, Benchmarking,
qualitative and quantitative methods and tools used in conducting studies of major project areas that require
application of process improvement principles.

5. Ability to effectively utilize statistical and trend analysis to quantify workload opportunities and risks. Skill in
organizational and administrative environment demonstrating adaptability, flexibility, and exceptional skills in
planning, programming, organizing, scheduling and problem definition. Ability to make decisions and be capable
of working under stressful conditions. Ability to facilitate projects whose scope can affect the entire organization
with little or no supervision.

6. Ability to communicate effectively, both orally and in writing. Adept at communicating intricate concepts and in
theories as they pertain to the Maintenance Standardization Evaluation Program vision of Quality Assurance
processes and implementation.

This is is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
