The position serves as an Administrative Officer (AO) for a CBOC at the VA Clinic at South Charleston. This position reports to the Deputy Chief of Ambulatory Care at the Community Based Outpatient Clinic (CBOC). The Administrative Officer works under the supervision of the Deputy Chief of Ambulatory Care for the CBOC and/or Associate Chief of Staff (ACOS), Ambulatory Care. Ambulatory Care provides oversight for veterans enrolled at the Charleston, Prestonsburg, Gallipolis & Lenore CBOC's.

Major Duties:

  • Prepare recurring and ad hoc reports including the collection, compilation, entry, retrieving and tracking of data/statistical information for programs and initiatives relative to the Ambulatory Care operations for the CBOC clinics.
  • Assist the Clinic Manager in updating and creating policy memos for the CBOC's
  • Assist the Clinic Manager/DACOS, Ambulatory Care in scheduling clinic coverage in the CBOC's in order to maintain, excellent access to Veterans.
  • Assist with the coordination of all personnel functions.
  • Serve as an Automated Data Processing Application Coordinator (ADPAC) for CBOC's, completing work orders, assisting staff with any phone or computer related problems, and referring staff to the IRM Help Desk if needed.
  • Assist DACOS in maintaining provider profiles/personnel files/competency folders and proficiency schedules for the staff within the Ambulatory Care organizational structure, located at the Charleston, Prestonsburg, Lenore and Gallipolis CBOC's.
  • Interact with members of the Mental Health, Pharmacy, Radiology, Optometry, Home Based Primary Care, Social Work and Telehealth departments that use the Charleston, Prestonsburg, Lenore and Gallipolis CBOC locations as home base to maintain good working environment assisting in maintaining functional working areas.
  • Assist the DACOS in building clinic profiles.
  • Provide technical advice and assistance on resource management on equipment and facility.
  • Ensures a high level of Medical Center preparedness in meeting compliance with the standards of external accreditation and reviewing bodies.
  • Develop and coordinate a service level education program that prepares employees to support the direction of the Medical Center and incorporates employee specific requests.
  • Assist the DACOS in support focused VA wide initiatives such as Whole Health and Suicide Prevention by integrating information and plans of the National Directives, Publications, and local memorandums for the facility and VISN programs.
  • Attend any meetings in the absences of the DACOS.
  • All other duties as assigned by the DACOS and/or the ACOS Ambulatory Care.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree;~OR~2 full years of progressively higher-level graduate education leading to such a degree;~OR~ LL.B. or J.D., if related;~OR~ A combination of specialized experience and education..
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 18 months of graduate level courses leading to a Masters degree or higher.
