The incumbent, in conjunction with the Chief Financial Officer serves as the pre-eminent financial advisor at the Durham VA Medical Center, Durham, NC. Incumbent is responsible for establishing and maintaining an integrated system of financial staff services contributing to effective management control over and evaluation of station operations. Incumbent is responsible for developing local budget instructions and policies for use by operating officials in preparing their budget estimates and business proposals. After reviewing and evaluating these estimates and negotiating with operation officials within the Medical Center and at the VISN 6 Network Office, incumbent consolidates the results as his/her recommendation to the Medical Center Director and/or the Resource Management Committee.

This position is responsible for maintaining an expert level of knowledge in concepts, practices, laws, regulations, and principles of budgeting Durham Medical Center, various VISN and VA Central Office programs and services for budgeting three main congressional appropriations passed
into law. These three main appropriations are tracked, budgeted, and maintained in great detail, which can be quire complicated when keeping the required program account separate for reporting and budgeting.

Incumbent has an expert knowledge of the financial and budgetary relationships that exist between Hampton VAMC, and the budget an programs of VISN 6 and Central Office and the VERA funding model for both General Purpose funding, but also VA Specific Purpose programs. The incumbent
has expert skills in preparing narrative estimates and projections in the appropriate format by analyzing, interpreting, applying complex understanding of legislation, regulations, budgetary formation, policies, and guidance when preparing budget submissions.

Incumbent recommends policy changes to both VISN and VA Central Office to effect improvements in standardized systems. Incumbent must be in a position to assure management that fiscal transactions are compatible with requirements of the Office of Management and Budget, General Accounting Office and the Treasury Department, and that records and statements accurately reflect a full disclosure of the financial aspects of stations operations.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies.
