Duties

Help
  • You will perform studies and analysis related to financial requirements, contracts, and inventory management
  • You will develop conclusive evidence, isolates the problem and substantially modified methods, procedures, reporting or control systems.
  • You will participate in conferences involving representatives from other commands, agencies, and contractors.
  • You will work closely with all accountants and financial management analysts to discuss problems and resolutions for system issue.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing Navy Working Capital Fund accounting transactions to evaluate trends that affect program operations; 2) Maintaining accurate accounting records and preparing in-depth financial reports for review by management; 3) Performing research, analysis, and interpretation of data in a variety of financial databases and make recommendations/perform corrective actions; 4) Performing analysis related to financial requirements, contracting procedures and inventory management; 5) Identifying programs and developing corrective action to restore financial data to an operable condition; 6) Utilizing knowledge of Navy ERP to ensure financial policies are developed that provide effective policy oversight, internal control, and customer management information; 7) Developing solid working relationship with internal and external stakeholders to ensure thorough requirements are in place for accurate financial reporting.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

I have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

I have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
