JOB SUMMARY: The purpose of this position is to serve as the host base Mission Support Group Commander, with a working knowledge of, and responsibility for directing all infrastructure operations of an aviation base. Managed operations include civil engineering, crash/fire/rescue, disaster preparedness, environmental management, personnel, command, control, communications and computer systems (C4), logistics plans, programs and readiness, base supply, transportation, vehicle maintenance, contracting, security forces, medical support, base services, fuels management, aerial port operations (as assigned), and all other support base functions. The position has responsibility for directing and managing all Mission Support programs and operations in support of the total base, to include tenant organizations and assigned geographically separated units. Serviced personnel include Military Technicians, Active Guard/Reserve personnel, Traditional Guard members, Non-Dual Status Technicians, employees of tenant organizations, state employees, and contract personnel.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

The major duties include, but are not limited to:

  • Provides group level direction and management for work characterized as infrastructure support for organizations and tenants of the host ANG base.
  • Implements the host Mission Support Group portion of the Designed Operational Capability(DOC) statement of the unit and/or the Emergency War Orders (EWO).
  • Directs the unit Status of Resources and Training Systems (SORTS) and AEF Reporting Tool (ART)reports for all mission support functions to reflect unit mission capability under wartime conditions.
  • Oversees the management and direction of the host Mission Support and Military Personnel Flights.
  • Oversees base wide logistics readiness functions, to include supply, transportation/traffic management, vehicle operations and maintenance, fuels management, and logistics plans and programs, to ensure the primary peacetime and wartime flying mission of the wing/base is supported at all times.

  • Must possess a valid state drivers license.
  • New supervisors and managers must serve a probationary period the first time they start a permanent supervisory or managerial position; the length of the supervisory or managerial probationary period is one year.
  • Incumbent is required to serve a 2-year trial/probationary period.

Qualifications

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

  • Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.
  • Experience demonstrating knowledge of the organization and its mission and the ability to utilize the organizational staff procedures.
  • Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  • Experience in managing the function of the work to be performed.
  • Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of procedures to analyze problems, to identify significant factors, gather pertinent data and recognize solutions.
  • Ability to write reports, policies, briefings and various correspondence.
  • Ability to communicate with groups and individuals.
  • Ability to develop plans and organize work within an organization to facilitate the availability of various resources.
  • Knowledge of organizational structures.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
