Help
  • Assists in tracking legislation, congressional briefings, and other congressional developments that may impact GPO operations, processes, and finances, and produces reports for senior management.
  • Responds to written and verbal congressional inquiries in a prompt, professional manner.
  • Serves as a liaison to internal and external stakeholders and organizations to coordinate activities involving GPO’s oversight committees
  • Conducts research, provides writing assistance, and collaborates with Chief to craft documents for the Director, Committees, and other audiences.
  • Provides advice, guidance, and consultation in the development of priorities and requests contained within communications, and coordinates responses to congressional inquiries raised by such communications.
  • Analyzes congressional and other news sources to identify important Members and staff and relevant congressional committees and subcommittees.
  • Oversees the analysis of GPO artifacts to be assessed, archived, and documented for the symbolic or historical value of the items. Directs and executes specialized archival duties documents.

  • Selectee may be required to pass preemployment requirements prior to appointment.
  • Selectee must obtain and maintain a Secret Clearance.
  • Selectee may be required to serve a one year probationary period.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • This is a mission essential position.

Qualifications

To qualify for the Congressional Relations Specialist, PG - 0301 - 14 , you must meet the following requirements:

Applicant must have one year of specialized experience at the next lower grade (PG-13). Specialized experience includes developing strategies to build and maintain strong working relationships with Congress; working with leadership to prepare written materials for the Director, congressional committees, and other key audiences; and coordinating timely and accurate responses to congressional inquiries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (03/04/2026) to be considered.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation:

Secret Clearance: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.

The selectee will work shift 1.
