Summary

These positions are located in the Farm Production and Conservation (FPAC) Business Center (BC), Human Resources Division, Workforce Operations Branch, Employee Care Center. Duty locations will be determined at the time of selection.

The selectee provides supervision, direction, and guidance to the Employee Care Center Team in carrying out all aspects of human resources transactions processing.

Duties

Help
  • Ensures all actions and services are compliant with all laws, regulations, and administrative policies and procedures.
  • Processes a full range of personnel actions and hiring actions.
  • Supervises the review of various processing forms and documents for completeness and accuracy.
  • Oversees the utilization of various human resources automated systems and applications to perform work assignments.
  • Exercises the full range of supervisory responsibilities, including interviewing and recommending selections for positions, planning and assigning work, and provides instructions on technical and administrative issues.

Qualifications

Specialized Experience Requirement

For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Providing technical guidance and instruction to assistants and specialist on the application of a variety of complex, laws, regulations, directives, procedures, and local policies relating to legal authorities for processing personnel transactions; (2) Providing assistance with researching and validating nature of action processing codes and legal authorities for new or seldom used actions; (3) Reviewing, coding, and updating personnel actions in an automated personnel data systems; and 4) Preparing a variety of recurring and non-recurring HR transactions processing reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Temporary Promotion Not-to-Exceed: This is a temporary promotion not-to-exceed one year and may be extended (up to 5 years) without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager.

This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record with any increases that would have been received if not temporarily assigned. If it is not possible to be returned to the prior position, you should be placed in another position in your agency for which qualified, at the same grade and geographic location as before. Should this not occur, reduction-in-force procedures may be necessary. If you are selected, we will work with you and your supervisor on an agreement covering return rights so every effort will be made to return you to a properly classified position for which qualified and at the same grade level.

Telework: This position is not eligible for telework.

Bargaining Unit: This is a non-bargaining unit position.

This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses will be reimbursed in accordance with Federal Travel Regulations. Declination of a directed reassignment could result in your removal from Federal service.
