  • You will perform or advise on work in any of the phases or systems of budget administration, participating in the formulation of budget and estimates to support plans, programs, and activities.
  • You will review and evaluate budget requests, report on obligations and expenditures, present and defend budget estimates before authorities and implement legal and regulatory controls over approved budgets.
  • You will analyze and recommend costs and benefits of alternative methods of financial management for an organization's programs and administrative operations.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

APPLICATION AT THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Financial Management Analyst duties by utilizing a detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation and/or budget execution sufficient to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones. I also have experience analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under financial/budgetary deadlines, identifying gaps and conflicts in program and financial/budgetary information and/or conflicting program and financial/budgetary objectives. Examples of specialized experience include: 1) Performing budgetary planning, analysis, and formulation for a program; 2) Providing financial management analysis in support of program management and resource planning; 3) Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; and 4) Executing modifications to systems, programs, and/or operations and establishing criteria and other means to asses, investigate, or analyze a variety of unusual fiscal problems and conditions.

APPLICATION AT THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Financial Management Analyst duties by employing an organization's missions, functions, goals, objectives, work processes, and sources of funding with commonly used budget and/or finance practices, procedures, regulations, precedents in order to relate needs and accomplishments of the organization to anticipated and/or actual dollar figures in the budget. I also have experience interpreting financial policies and regulations to provide guidance on compliance; experience formulating budgets and support plans; and experience monitoring budget execution to ensure availability and sufficiency of funds.. Examples of specialized experience include: 1) Performing accounting/financial activities (i.e. research transactions rejected by the financial system, validating existing obligations, processing inquiries, etc.) in support of an annual budget; 2) Using/applying accounting principles, theories, and techniques to ensure funds are not over or under obligated and are spent in a timely manner; 3) Analyzing financial data for trend analysis and system functionality; and 4) Assisting in the data clean-up necessary to solve a variety of accounting problems/concerns using problem solving techniques.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
