  • Provides financial information and analysis to leadership.
  • Develops the need for and maintains an awareness of available resources and makes recommendations to management
  • Full authority for many fund control points.
  • Gathers and analyzes budget needs of Acute Care Nursing and manages all phases of budgeting within administrative requirements.
  • Assembles and complies budget information and maintains running account of funds allocated and expended in all sub accounts.
  • Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.
  • Authority as the Acute Care Nursing COTR in various service contracts.
  • Reviews contracts and makes recommendation to management for continuing the need for contract services.
  • Prepares procurement requests, evaluates proposals for work, acts as COR for procurements, and/or maintains procurement and contracting records.
  • Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.
  • Participates in the analysis and interpretation of workload and other data used in resource planning.
  • Participates in developing both long and short-range policies and plans for the organization by coordinating the administration needs of the organization(s) for which accountable.
  • Participates in the analysis and interpretation of workload and other data used in resource planning.
  • Leading participant in administering programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, and position management.
  • Participates in establishing clinical, equipment and space policy for Acute Care Nursing.
  • Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
  • Acts as a liaison with the human resources office, coordinates personnel actions, recruitment, maintains personnel related records such as on performance ratings, position descriptions, awards, etc.
  • Assists Associate Nurse Executive and ADPCS/Nurse Executive with projection of staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, determining training needs and processing requests, and drafting disciplinary and adverse action documents.
  • Reviews, analyzes and interprets incoming personnel management requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full time, Monday- Friday, 07:30am to 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • For a GS-9 position you must have served 52 weeks at the GS-7.
  • For a GS-11 position you must have served 52 weeks at the GS-9.
You may qualify based on your experience and/or education as described below:

Specialized Experience for GS 09 Grade Level, PD #033460:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (To be creditable, the specialized experience must have been at the GS-07 grade level or higher, or an equivalent level of responsibility). Examples of creditable specialized experience includes but is not limited to: Knowledge of administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level.

Specialized Experience for GS-11 Grade Level PD #033470:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: To be creditable, the specialized experience must have been at the GS-09 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes but is not limited to: Knowledge of administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics. Plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services

Preferred Experience: Administration Officer with 3-5 years of Administration Experience.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level.

Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting. The work may require some travel for local or national meetings.
