This position is located in one of three Senior O&M Manager organizations of Transmission Field Services (TF), Transmission Services (T) Bonneville Power Administration (BPA).

A successful candidate in the Facility Operations Specialist position is responsible for performing a wide variety of administrative, analytical, planning, advisory, and evaluative work to ensure facilities, equipment, materials, supplies, vehicles, and other resources are available when needed.

As a Facility Operations Specialist you will:

  • Coordinates assignments with those of specialists in other subject-matter areas.
  • Develops, coordinates, implements, and recommends changes in basic policy issuances and implementing instructions covering established techniques, practices, and methods.
  • As a project lead, plans, organizes, and conducts detailed analyses and studies of problems and issues impacting the equipment, materials, supplies, vehicles, and other resources needed to support the facilities and the operation, maintenance, and construction functions of the organization.
  • Prepares initial project scopes, descriptions, and justifications for necessary facility modifications when infrastructure capabilities cannot support valid mission requirements.
  • Studies, analyzes, evaluates, justifies and recommends modification/construction of NEP facilities.
  • Works with Fleet Management to ensure all new requests are properly scoped, justified, and cost estimated according to the established criteria and process.
  • Monitors reimbursable work orders for completion and schedule adherence.
  • Performs or participates in a full range of project management functions for assigned projects.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service. Specialized experience is defined as experience in 1) evaluating and recommending facility maintenance, repair, demolition or construction needs; AND 2) planning and overseeing of major phases of projects to maintain, repair, or construct facilities.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
