Duties

Help

Serves under the general supervision of the Regional Health System Administrator (RHSA), in the primary area of assisting in the coordination of program planning and review, budgeting, decision analysis, systems evaluation, medical staff training, and health care policy.

Provides resources for the overall planning and policy development of health services delivery at all health facilities within the Region.

Recommends corrective action to resolve problem areas and changes in program direction affecting health services delivery resources and efforts to the RHSA.

Responsible for the comprehensive planning, policy development, preparation and coordination of various regional cost center budget activities.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR

Special Provision for Inservice Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Education:

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

    • Knowledge of comprehensive planning and policy development for the delivery of health services that encompass key areas such as workflow engineering, supply chain management, and medical administration.
    • Experience in employee management, fostering a positive workplace culture that promotes collaboration, conflict resolution, and workforce engagement to maintain operational efficiency during staff shortages or critical situations.
    • Experience in interpreting data analytics activities and trends, translating findings into actionable strategies, and optimizing healthcare operations through data-driven approaches.
    • Experience in budget management focused on cost containment, contracting services, and inventory control, ensuring efficient resource allocation and financial sustainability.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage.

The representative rate for this position is $98,459 per annum ($47.18 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

SALARY RANGE:  

Salary reflected on this vacancy announcement is for the “Rest of the U.S.”; however, the selectee’s salary may be higher based on the worksite/duty station of the appointee. See Salary Tables for your location. 

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II".  If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. 

This is a secondary law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement, will not be eligible for this position.
