Duties

Help

  • Acts as the Contracting Officer Representative (COR) in coordination with the installation Contracting Squadron.
  • Receives and processes work order projects approved by the Work Request Review Board for accomplishment by contract or self-help projects.
  • Uses automated systems and processes to update information, perform analysis, document activities, and accomplish reports.
  • Represents the Civil Engineer Squadron with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience of technical engineering concepts, methods, principles, practices, and techniques; and familiarity with various engineering disciplines (e.g. mechanical, electrical, structural, utilities, etc.) in order to conduct a broad range of service contract surveillance activities in support of installation operations and maintenance. Experience of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations. Experience is required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis. Experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs.

EDUCATION:
I have two full years of graduate education or a master's degree. (Note: Degree must be directly related to the position being filled. You must submit a copy of your transcripts to verify education).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1\. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc.).

2\. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.

3\. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.

4\. Ability to apply standard contracting regulations, practices, and procedures in order to plan, assess, and record the accomplishment of contracted work as a Contract Officer Representative (COR).

5\. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
