Major Duties:

  • Plans, develops, implements, and manages traffic management projects or programs or operations of considerable breadth and complexity for both foreign and domestic shipments.
  • Negotiates freight rates with carriers, approving and accepting freight rates from carriers, resolving systemic transportation problems, auditing transportation activities, documents and actions, and developing VA transportation policy recommendations and guidelines.
  • Develops innovative solutions and implementing instructions for complex problems or issues and new policies or procedures.
  • Regularly contacts transportation industry representatives, internal customers, and managers and employees throughout the department and in other Federal agencies.
  • Maintaining and enhancing of database applications and MS Excel tools that support each program.
Work Schedule: Mon - Fri 8:00 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Individual Occupational Requirement required for the 2130 Occupational Series is as follows:
To be qualified, applicants must possess at least one (1) year of specialized experience and meet the Individual Occupational Requirement (IOR)

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
  • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
  • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
  • Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
  • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
  • Providing advisory service involving commodity analysis from the transportation standpoint.
AND

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in federal government transportation policies and procedures necessary to plan and develop logistics and transportation services and systems to satisfy customer requirements and cost efficient. Federal Acquisition Regulation(FAR) Tender of Service (TOS), Uniform Commercial Code, Commercial Bills of Lading (CBL) and World-Wide Household Good shipping Program.

  • Conducted strategic planning and cost analysis to optimize resources, reduce transportation expenses, and improve service delivery.
  • Collaborated with internal and external stakeholders to resolve complex logistics challenges, ensuring timely and accurate movement of goods and services.
  • Utilized advanced problem-solving skills to interpret and apply federal policies to real-world transportation and logistics scenarios
