Duties

The primary purpose of this position is: To serve as a quality control inspector. This position observes, documents, and evaluates carrier and contractor performance in moving personal property of DoD personnel and ensures carriers and contractors comply with service tenders, tariffs, contract specifications, basic ordering agreements, and government regulations used in the handling of personal property.

  1. Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating and unpacking.
  2. Counsels members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations, Advises owner of his agent and of services he can expect from carrier, of government rules and regulations regarding type of items that are authorized for shipment, assists owners with various problems that may arise, may act as agent for owner of household goods when informally delegated to do so in the absence of the owner, determines items of exceptional value.
  3. Prepares documentation reporting carrier performance using automated systems. Observes, documents, accepts or rejects, and evaluates performance of Direct Procurement Method (DPM) contractor for the packing, containerization and local drayage of personal property.
  4. Provides management of the Direct Procurement Method (DPM) contract. Serves as the Quality Assurance Evaluator (QAE), functionally qualified to ensure the Air Force receives quality contractor performed services and pays only for acceptable services received, Acts as liaison between functional area chief, administrative contracting officer, contractor, contractor's representatives and customers receiving service.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Transportation Clerk and Assistant Series, 2102.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes; A broad knowledge of Defense Transportation System (DTS) functions, regulations, policies, methods and practices as pertains to storage and shipment of DoD personal property. Knowledge of the carrier industry (i.c., rates, tariffs, operating authority, practices and procedures) and specialized shipment needs to identify appropriate shipping methods, essential equipment, services and/or special handling requirements. Broad technical knowledge in order to resolve conflicts between customers and industry personnel; evaluate carrier/agent performance and recognize contract violations and the applicable penalties which effect amount of business a carrier does with DoD. Extensive technical knowledge in all phases of the movement and storage of personal property and mobile homes in order to identify deficiencies in packing methods and requirements, and to determine extent and severity of any potential problem area. Ability to conduct safety inspections in order to qualify carriers for storage of DoD sponsored personal property shipments and knowledge of procedures to handle unusual occurrences. Knowledge of report preparation and skill in analyzing factual information to document deficiencies or areas of noncompliance and to make recommendations for action. Knowledge of pertinent documentation and forms to support actions. Employee must be versed in communication skills, both oral and written, in dealing with customers and commercial representatives. Knowledge of the Joint Federal Travel Regulations (JFTR), Defense Transportation Regulation (DTR), Worldwide. Personal Property Consignment Guides, Basic Ordering Agreements and local contracts, and applicable Federal Acquisition Regulation (FAR) guidelines. Ability to utilize the Transportation Operational Personal Property Standard System (TOPS) for managing personal property shipments throughout the Defense Transportation System (DTS).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of transportation operations as related to the shipment of personal property.
2. Knowledge of the instructions, regulations, directives, local operating procedures, governing entitlements, and shipment of personal property.
3. Knowledge of basic office automation software to perform functions such as standardized word processing and receipt of transmission of electronic mail.
4. Ability to analyze, correlates, and evaluate transportation data for input into automated data systems.
5. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods.
6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
