Duties

Help
  • You will design, direct, and administer a National safety, health and Federal Fire program that has components engaged in widely dispersed and diversified activities.
  • You will develop, coordinate, and evaluate the safety and health training program for the claimancy commands.
  • You will plan, direct, and administer the command safety and health program for Operational programs and provide guidance for base operating support provided services to subordinate organizations.
  • You will act as the occupational safety and health advisor to medical and legal departments for accident and health claims against the claimancy.
  • You will conduct a review and analysis of accident investigation reports for the purpose of identifying adverse trends and keeping COMNAVRESFOR informed as to the state of the claimancy safety and health (NAVOSH) program.
  • You will develop and implement a safety and health program that fulfills the needs of a Navy Reservist who is required to train/work in a high risk/high hazard environment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a government issued passport.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

*Expert technical knowledge of mishap prevention, safety and health practices, safety management principles, practices, laws, instructions, regulations, current legislative issues, and precedent
decisions applicable to high risk aviation, industrial, training, maritime, and construction industries.
*Experience utilizing practical engineering methods, techniques, and fault free analysis sufficient to evaluate and resolve occupational safety and health problems where standard methods are not applicable
*Experience applying techniques and procedures used by industrial hygienist and fire protection engineers.
*Experience analyzing industrial military complexities and of human behavior sufficient to prepare instructions covering areas where precedent criteria are vague, absent, or require revision to satisfy military needs

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GS-13 position:


Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

IF CLAIMING EDUCATION, FAILURE TO SUBMIT TRANSCRIPTS/ITEMIZED LIST WILL RESULT IN AN INELIGIBLE RATING.

This position is covered by the Department of Defense Priority Placement Program.

Overtime may be required.

*The following courses must be completed within one-year unless employee shows documentation of previous completion: (1) Introduction to Navy Safety and Occupational Health (Ashore), A-493-0550, (2) General Industry Safety Standards, A-493-0061 and (3) Mishap Investigation (Ashore), A-493-078. Personnel who have completed CP-12 are exempt from all minimum training requirements except the Introduction to navy
Occupational Safety and Health (Ashore) per OPNAV 5100.23.

Several vacancies may be filled.
