Job Summary
The incumbent oversees the development and administration of
security programs related to Members of Congress and their families, including
Residential Security, Personal Security, Cyber Security, Mobile Duress and
other programs. The incumbent works
closely with division leadership and subject matter experts to develop and
manage security programs and ensure compliance with House policies and
security-related requirements.
Duties:
Leads and manages the development and administration of Member security programs, including creating program parameters, invoice processing, auditing, record-keeping, comprehensive reporting, and establishing internal controls.
Ensures program submission requests are evaluated and processed according to established parameters.
Leads the development and tracking of program metrics and key performance indicators; ensures program data is accurate and provides reporting to SAA leadership to support operations and leadership decision making.
Manages development, execution, and monitoring of budgets for Member security programs and assists with preparation of the division’s annual budget.
Delivers written, oral, and electronic briefings to division and SAA leadership, Members of Congress, oversight entities, and other stakeholders.
Develops written literature, electronic presentations, informational documents, and provides technical writing support for division publications, reports, and official correspondence.
Prepares and delivers financial reports, program summaries, and briefings for senior leadership.
Ensures compliance with House financial policies, appropriations requirements, and internal controls.
Conducts audits and reviews to verify financial and program data accuracy, compliance, and program integrity.
Oversees contract and vendor management, including performance monitoring, invoice review, payment processing, and compliance validation.
Coordinates with procurement and finance offices on contract actions, purchases, financial requirements, and reconciliation.
Develops and implements record-keeping procedures and audit-ready documentation standards.
Identifies opportunities to streamline process and ensure efficient and customer first approach.
Leads the development and implementation of division policies, procedures, and plans.
Provides financial analysis, forecasting, expenditure projections, and identifies discrepancies, trends, and risk areas requiring corrective action.
Supervises, mentors, and evaluates Security Program staff, including assigning and prioritizing work.
Interviews and recommends selection of employees in the division.
Assists in managing daily division operations.
Supports House continuity operations.
Assists the Assistant Sergeant at Arms with strategic planning, special projects and workforce planning.
Develops and leads strategic enterprise-wide initiatives
to enhance security for the House.
Represents and executes responsibilities for the
Deputy Chief when deemed necessary by the Assistant Sergeant at Arms.
Performs other duties as assigned.
Work Experience & Education:
Bachelor’s degree in business, security management, accounting, finance or related field. Advance degree preferred.
Minimum of five years of supervisory or management experience and proven program management experience.
Executive leadership or senior management experience in security, law enforcement, or military organizations preferred.
Experience in accounting, financial auditing, program analysis, program administration or contract administration.
Experience analyzing program data, identifying issues, developing and implementing solutions.
Strong written and verbal communication skills and excellent organizational abilities.
Must be able to obtain and maintain a Top-Secret/SCI security clearance.
Must be able to work outside of normal business hours when necessary, including evenings, weekends, and holidays as needed.
