Summary

You will have nationwide responsibility for conducting of a variety of laboratory tests, having full responsibility for the accuracy and results of tests performed by persons working under your directions. In this capacity, you will train, supervise and direct employees in the laboratory for which you are responsible. You will develop work plans and schedule work whereby special tests and laboratory procedures are required.

Duties

Help
  • The duties may include, but are not limited to:
  • Oversees the conducting of blood agglutination test for brucellosis by card, tube and supplemental methods.
  • Performs and is held responsible for a number of supplemental sero-agglutination tests used in brucellosis testing.
  • Works closely with veterinarians in the field in the collection of sera and blood samples for special diagnostic measures as required by problem situations.
  • Corresponds with veterinarians, herd owners, and others such as health departments and the like, as required, to provide information to which they are entitled.
  • Provides guidance and oversight for all employees in the VS National Brucellosis and Pseudorabies Slaughter Surveillance Laboratory.
  • Initiates and follows through on actions pertaining to personnel issues that need to be addressed through disciplinary action and/or counseling.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Performing Fluorescence Polarization Assay (FPA), Buffered acidified plate antigen test (BAPA), conventional PCR, real time PCR, ELISA, virus titration, neutralization test, western blot, or other serologic testing method.
  • Leading laboratory workflow, maintaining accurate records, preparing reports.
  • Coordinating lab operational activities such as communicating with stakeholders, troubleshooting equipment issues, coordinating repairs, maintaining organized laboratory inventory.
OR

Successful completion of Two full years of graduate education (36 semester hours, 54 quarter hours or equivalent) or a master's degree in biology, chemistry, entomology, animal husbandry, botany, physics, agriculture, or mathematics, or in a field directly related to the position.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • You may be subject to medical monitoring (wearing respirator).
