As an OSH Policy Compliance Manager, you will be responsible for the oversight and analysis of the GSA-wide employee Occupational Safety and Health (OSH) Program.

Location of position: Office of Administrative Services, Multiple Locations.

Duties

Help

  • Provides advice, guidance, troubleshooting, and technical assistance to management and agency personnel on all employee safety and occupational health matters, including policy implementation, interpretation, Occupational Safety and Health Administration (OSHA) regulations, and injury reporting. Develops and implements compliance policies and procedures.
  • Conducts regular compliance risk assessments and audits, monitors and reports on compliance to ensure regulatory requirements are met, and investigates and addresses compliance violations by analyzing data in the Inventory Reporting Information System (IRIS) system. Prepares compliance reports for senior management.
  • Reviews and analyzes Occupational Safety and Health (OSH) data
    related to hazard conditions and annual OSH surveys recorded in the Inventory Reporting Information System (IRIS) database, focusing on regulatory compliance concerning abatement plans and interim controls, ensuring all components are adequately documented and timely.
  • Coordinates and compiles GSA's Annual Occupational Safety and Health Report to the Secretary of Labor. Represents the agency at national meetings, conferences, and committees (e.g., Federal Advisory Council on Occupational Safety & Health (FACOSH), Field Federal Safety and Health Councils) to stay current on emerging OSH theories and standards.
  • Designs, implements, and reviews the agency Employee Hazard Analysis Certification (EHAC) training. Ensures the DOL Employeesʼ Compensation Operations and Management Portal (eCOMP) is utilized for recording injuries/illnesses and analyzes this data for national trends.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS- 13 salary range starts at $106,437 per year. Locality pay will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience Specialized experience is work performed with the Federal government managing and implementing occupational safety and health programs. This experience must include:

  • planning and developing training, guidance and procedures for such programs;
  • providing technical guidance to management, building occupants, and others in relation to health and safety inspections and surveys; and
  • interpreting and ensuring compliance with the Occupational Safety and Health Act of 1970 (OSH Act) and other relevant safety and occupational health laws and regulations.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of employee safety and occupational health concepts, policies, principles, laws (including the Occupational Safety and Health OSH Act), and Occupational Safety and Health Administration (OSHA) regulations sufficient to provide expert advice, policy interpretation, and technical assistance to all levels of personnel.
  2. Ability to develop and implement comprehensive compliance policies and procedures, conduct regular compliance risk assessments and audits, monitor regulatory requirements, and investigate and address compliance violations using automated systems (e.g., Inventory Reporting Information System).
  3. Skill in analytical and critical thinking skills to review, interpret, and analyze complex Occupational Safety and Health (OSH) data, including hazard conditions, annual survey reports, abatement plans, and national injury/illness trends.
  4. Ability to provide technical advice in Occupational Safety and Health (OSH), represent the agency in national forums, communicate complex technical information, and produce written compliance policies, comprehensive reports, and detailed analyses.
  5. Skill in designing, implementing, and reviewing specialized training programs (e.g., Employee Hazard Analysis Certification (EHAC) with the ability to ensure proper utilization and data analysis within official federal systems for injury reporting and compensation (e.g., eCOMP).
