Duties

Help

  • Provide planning, design, execution, and contract award process of multi-discipline/multi-year service contracts.
  • Performs duties related to cost estimation, benefit/cost analysis, contract bids, and securing government funds.
  • Expertly, and in a timely fashion, communicates technical, financial and personnel needs between contractors, customers, and Maintenance Engineering.
  • Performs duties related to project management, tracks project funding and provides technical data to support mission requirements as well as office administration.

  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Duties require vehicle operator permit and the ability to operate a motor vehicle with knowledge of military, local, and flightline traffic laws. Work sites are generally in the local area with occasional work sites as far as 30 miles (48 km) away
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • This position requires a pre-employment physical/medical examination.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802, Group Coverage Qualification Standard for Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of preparing a service contract; commercial, industrial, and local trade practices and quality inspection procedures to prepare quality assurance plans and inspection criteria. Ability to determine and apply proper funding rules associated with the obligation of multiple types of appropriations. Knowledge of general engineering principles in the maintenance of mechanical and hydraulic systems, sewage treatment facilities, lift stations and elevator maintenance to prepare scope of work requirements. Knowledge of report writing techniques in presentation of factual information and writing procurement memoranda and supporting documentation. knowledge of commonly used contracting methods and contract types to present well defined requirements in the contract package.

EDUCATION:
Two full years of graduate education or a master's degree that is directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

COMBINATION OF EXPERIENCE AND EDUCATION:
Less than the full amount of specialized experience described above and less than the full amount of education as described above; however, some of the specialized experience and education described above. Therefore, a combination of experience and education.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of full scope of preparing a service contract, such as labor, equipment, materials, workphasing, time and motion principals, and defining in words what or how a service is to be performed ..

2. Knowledge of commercial, industrial, and local trade practices and quality inspection proceduresto prepare quality assurance plans and inspection criteria.

3. Knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft simple contract provisions and supporting documentation.

4. Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post- award, and/or contract cost analysis when the contract actions are well defined and well precedented.

5. Skill in the use of a computer system and associated PC applications, including formula-based spreadsheets for tracking reports and documentation storage.

6. Skill in tactfully working with a variety of persons and organizations which have diverse issues, concerns, agendas, and values; ability to promote or defend, orally or in writing, technical terms and conditions of contract documents.

7. Knowledge of business practices and market conditions applicable to acquisition requirements and knowledge of negotiation techniques sufficient to assist in negotiating a contract.

8. Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations. Ability to determine and apply proper funding rules associated with the obligation of multiple types of appropriations. Ability to plan, organize and meet deadlines.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
