Summary

This position leads the Payroll Quality Assurance Team, within the Financial Payroll Service (FPS) at the Financial Services Center (FSC), Department of Veterans Affairs (VA). The incumbent provides program management oversight for nation-wide Payroll planning and operations while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accurately. Performs advisory duties associated with the management and control of resources or funds within the FPS.

Major Duties:

  • Achieves quality assurance operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; evaluating production, quality, and customer-service standards.
  • Plans, organizes, and directs the operations of the Quality Assurance Team in collecting, analyzing, and summarizing information in the evaluation of Payroll Services.
  • Provides expert advice on the interpretation of financial regulations and the impact of new legislation or program initiatives.
  • Supervises the work of section employees to troubleshoot system problems and provide solutions.
  • Prepares quality documentation and reports by analyzing, and summarizing information and trends including failed processes, corrective actions, and re-validations.

Work Schedule: Mon- Fri 8:00am - 4:30pm
Compressed/Flexible: Available with supervisory approval.
Telework: Ad hoc telework (situational telework) available as determined by the agency policy.

Supervisory Probationary Statement: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Establishes and implements a structured, consistent approach for financial and data management activities.
  2. Formulates, reviews, and recommends financial policies, systems, data, and procedures.
  3. Prepares reports and statistics involving financial management systems, data, and programs.
  4. Directs and supervises technical and administrative work involving payroll management functions and activities.

  • Financial Systems (371): Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
  • Internal Controls (372): Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary.

  • Analyzes and resolves complex financial system or data integrity issues affecting payroll, accounting, or reporting operations, including identifying root causes and leading corrective action implementation.
  • Provides authoritative recommendations on financial policy interpretation, internal controls, and procedural improvements impacting organization-wide financial operations and long-term program outcomes.
  • Prepares and presents high-level financial reports, trend analyses, and performance metrics used to support leadership decisions, audits, budget execution, and program evaluation at the division or enterprise level.
  • Supervises multidisciplinary teams performing financial, payroll, or accounting functions, including workload distribution, performance management, mentoring, and ensuring timely completion of mission-critical deliverables.
