Summary

The Clinical Resource Coordinator (CRC) serves as a staff Health Systems Specialist (HSS) for the Chief Medical Officer (CMO) and the programs which the CMO has oversight and responsibilities within the Health Care Systems of the VISN 6 two-state catchment area (North Carolina and Virginia). This position is remote and is located in the catchment area of VISN 6 (within 50 miles of one of the seven VA facilities). Pay will be determined based on the employee's location.

Help

Duties include but are not limited to:

  • Provides support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations.
  • Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
  • Conducts analytical studies on particular operational processes, issue topics, or related special projects.
  • Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues.
  • Works in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern.
  • Tracks both routine and uncommon deadlines initiated by Office of the Inspector General (OIG)/Government Accountability Office (GAO) and internal reviewing officials to ensure timely submission of responses and actions.
  • Manages and coordinates of all online communication tools such as assigned intranet websites, internal SharePoint website collection and other related informational tools in consultation with communication specialists.
  • Coordinates with the appropriate individuals or offices to develop proposals and supporting materials for presentation at conferences, meetings, hearings and other external activities and meetings.
  • Reviews and analyzes materials in coordination with originating office(s), and/or developing materials as needed using available resources or subject matter expertise.
  • Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the office at internal or external activities or meetings.
  • Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Remote: This is a remote position with the requirement that the employee must reside within 50 miles of a VISN 6 facility (Asheville, Durham, Salisbury, Fayetteville, Salem, North Carolina; Hampton, or Richmond, Virginia). Certain positions within Clinical Resource Hubs (CRH) can be considered under mid-term extensions (MTE). MTE allows for facility leader to grant the employees in the identified positions an extension up to 180 days delay to RTO; in which case approved positions would be approved locally (by VISN leaders) to grant telework/remote for those 180 days.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: You must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation..

OR,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,

Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirements, applicants must meet the following:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducts management surveys, audits, special projects, site visits, and other like activities; provides expert advisory and consultative services to operating or management officials; investigates and analyzes potential or realized adverse clinical operations, trends or conditions and initiates/recommends corrective action and follow-through; develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects; uses technology and data analytics to enhance processes and decision making; participates and assists in coordination of strategic planning within VISN and clinical service line/programs; prepares reports and maintains records of work accomplishments and administrative information, and coordinates the preparation, presentation and communication of work-related information by other staff; ensures any involvement with program evaluations and documents are completed timely and within compliance of appropriate accrediting bodies and other monitoring entities; formulates budget requests for coming fiscal year and ensure budget is executed in accordance with applicable laws, regulations and policies.
Preferred Experience: Experience with multiple funding agency streams; coordination of services across multiple sites of care.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires some physical exertion, such as periods of standing, some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard.
