Duties

Help

As a IT SPECIALIST (NETWORK), GS-2210-11/12, duties include:

--Responsible for providing expert technical advice and guidance on critical digital communications issues to ensure the integration of C4 programs and services and to solve integration and interoperability issues.

--Understands and provides input to the development and implementation of bandwidth configuration plans for complex Local Area Networks (LANs) and Wide Area Networks (WANs) with supported elements to include; headquarters staff elements, tenant activities, state government, regional operating activities, and national agencies.

--Develops the communications architecture and maintains the enterprise infrastructure. This requires defining, documenting and maintaining the current and future business environments across many platforms and a multiplicity of digital communications services to ensure the enterprise strategic plan is resourced and supported.

--Has overall responsibility for planning and developing current and future digital, analog, asynchronous transmission mode (ATM) communications infrastructure. Directly coordinates with the Network Control Center (NCC) Manager on all communications services in direct support of the enterprise strategic IT plan.

--Has overall responsibility for determining funding requirements, preparing budget requests, and executing the communications budget to achieve near term and strategic goals. Establishes metrics to measure and evaluate systems performance and total cost of ownership.

--Provides policy guidance in coordination with the operational elements of the NCC Manager regarding digital communications issues to the DCSIM for statewide implementation. This position is directly responsible for conducting IT audits on all communications programs within the state to include a broad range of services and technologies.

--Writes policy and plans for the installation Continuity of Operations Plan (COOP). Tests the state COOP plan, ensuring system operation functionality and security in the event of a natural disaster or catastrophic system failures.

--Coordinates the work and guides lower-graded communications personnel to in maintaining the enterprise sustaining base digital, analog and ATM communications infrastructure.

--Works closely with IT service providers to optimize support and integration of new technologies.

--May be assigned to assist the chief by performing limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. Approves leave for assigned employees. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.

--Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1 - Current permanent and indefinite bargaining unit Technicians of the Nebraska Army or Air National Guard
AREA 2 - All Drill Status/M-Day members and temporary Technicians of the Nebraska Army or Air National Guard
AREA 3 - Current military service members who are willing to become a member of the Nebraska Army or Air National Guard

AREA 4 - All qualified candidates eligible and willing to become a member of the Nebraska Army or Air National Guard. Selected individual must become a member of the respective National Guard prior to the date of hire.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: E9/CW5/O4; Minimum: E4/WO1/O1; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

Individual does not have to be currently assigned to one of these career fields to be considered for this position; however compatibility requirements must be met prior to appointment to the position. Selectee has 24 months to become qualified in a compatible military assignment.


Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.

Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.

Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. Required forms: SF86, PSIP Initiation Form, Fingerprints, OF306 and Application/Resume.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:
GS-11: Do you possess 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion

GS-12: Do you possess at least 1 year experience at the previous lower grade or equivalent experience and education or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Education:

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
