Serves as lead for payroll Technicians and Seniors in the Shared Service Center, Expenditures Division, Payroll Branch. Assigns work and leads staff in accomplishing program and/or requirements. Provides work instruction and on the job training. Reports to supervisor on employee progress, performance, training needs, and disciplinary problems. Makes suggestions, when requested, concerning promotions, performance recognition, and selection of new employees. Preforms payroll processing through the use of Air Force Services Financial Management System payroll system. Establishes and maintains individual pay records, determines pay due and applicable withholding, verifies all pay action and deduction documents, processes/reviews payroll EFT/Check/third party payments, and completes all related reports. Using the capabilities of the Air Force Services Financial Management System payroll, human resource, time management and accounting modules, classifies and verifies a wide variety of payroll documents in order to assure their mathematical correctness, completeness of information, and to prepare/validate the system control sheets with appropriate payroll codes. Traces discrepancies, if necessary, to posting documents, computes operational expenses incurred by individual activities for payroll services provided, and assigns charges appropriately. Reports prepared may include payroll statements, leave and earning statements, payroll subsidiaries, and miscellaneous payroll reporting data. Ensures payroll subsidiaries are reconciled with the general ledger balance monthly, identifies any out-of-balance condition and promptly conducts appropriate research to correct any variance. Review/assess payroll processes and initiate Systems Change Request (SCR) to streamline processes; working closely with system developers, test the SCR to completion. Expected to perform work functions independently at the full performance level of payroll duties assigned. Performs other duties as assigned.

Qualifying Experience:
Progressively responsible experience with the full range of payroll processing for a wide variety of standard and nonstandard pay actions requiring a wide range of federal, state, and local rules, regulations, and instructions with little technical supervision. Experience that has provided the basic skills needed to demonstrate the ability to comprehend payroll functions. Experience with training methods and preparation of training/briefing materials. Experience with the interrelationship of payroll processes and procedures, and an understanding of the relationship between the general ledger and payroll accounts.
Desired Work Experience:
Experience with Agency accounting practices and procedures. Experience with Agency accounting practices and procedures. Experience working with MS Office application software to produce a wide range of office documents.
