Incumbent will serve as the Human Capital and Contracting Office Representative (COR) for the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense Programs (ODASW(CBRND)). The incumbent will coordinate with WHS and A&S Human Resource offices to enhance the employee experiences, foster employee well-being, and build a diverse and inclusive workforce.

This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of DEC 22, 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions E. Table 1.

Incumbents typical work assignments may include the following:

  • Oversees the full spectrum of recruitment process to include managing the on-boarding and off-boarding process for new hires and scheduling and conducting candidate job interviews.
  • Collaborates with hiring managers to identify staffing needs, liaising with staffing agencies, and evaluating orientation procedures to determine process improvements.
  • Serves as the liaison between the contractor and the contracting officer, performing surveillance/inspection and acceptance, monitoring activities, costs, providing input to the contractor performance evaluations, and notifying the Contracting Officer of potential issues.
  • Creates spend plans, reconciles contracts, and balances internal office-related funding actions

  • This position requires a top secret security clearance

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-0341-03 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-0341-02 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:

Managing multiple day-to-day Human Capital and Contracting Office Representative (COR) related duties which includes planning, directing, coordinating, and leading a variety of general support service functions that are essential to the orderly and efficient accomplishment of the work within the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
