Summary

The primary purpose of this position is to provide support to the Manager of the Primary Care Section of the Ambulatory Care Service by performing analytical and evaluative processes required by the Primary Care Management Module (PCMM). The Primary Care Section consists of various outpatient clinics in addition to the Primary Care Program within the Ambulatory Care Service.

Help

The PCMM is a management tool used by the service to assist with Primary Care activities. It provides for setting up and defining a clinical team, assigning staff and patients to the team, and assigning patients to a specific practitioner within the team, thereby assisting the service line in meeting the VA, VHA, VISN 12, and the medical center goals and objectives related to nationally established performance measures. The Ambulatory Care Service is affiliated with the University of Wisconsin Hospital, Medicine Residency Program, and University of Wisconsin-Madison, Medical School Physician's Assistant Program.

Major Duties:

  • - Provides assistance to Primary Care, for devising and optimizing clinic profiles, identifying optimal space requirements and equipment needs, negotiating space requirements and arranging for special clinical personnel and equipment needs.
  • - Proactively monitors service cancellation trends and makes recommendations on appropriate action or suggests alternatives for identified problems.
  • - Collects, reviews, analyzes and interprets data regarding clinic usage to measure the clinic's effectiveness and efficiency of providing care.
  • - Participates in strategic planning for Primary Care.
  • - Acts as administrative liaison for Residency and Physicians Assistant programs at University of Wisconsin-Madison, School of Medicine.
  • - Participates in planning an optimal learning experience for residents and students by matching a student's or resident's clinical experience with program requirements, staffing and space constraints.
  • - As Primary Care Management Module (PCMM) Coordinator the incumbent tracks patients, their assigned providers, and the provider's assigned panel.
  • - Serves as primary resource to staff on procedures, protocol and policies of PCMM.
  • - Responsible for implementation, coordination and integrity of the PCMM database.
  • - Verifies, compiles, analyzes and presents data regarding the integrity of the PCMM package for Primary Care, VISN and national reports.
  • - Monitors, investigates and corrects when appropriate, patients with dual primary care assignments.
  • - Provides technical training to other users of the PCMM.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/25/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identifying and analyzing problems using sound reasoning to arrive at conclusions; working with customers to assess their needs and provide them with information and/or assistance to resolve their problems; performing thorough work with great attention to detail; effectively expressing information to multiple audiences through clear dissemination of information and ideas; and, applying principles, methods, and tools of quality assurance and quality control.
  • OR
  • Education: (TRANSCRIPTS REQUIRED) Applicants may substitute education from an accredited college or university for the required experience. To qualify based on education for this grade level you must have:
    • a master's degree or equivalent graduate degree;
    • OR
    • two (2) full years of progressively higher level graduate education leading to such a degree;
    • OR
    • an LL.B or J.D., if related to the Program Analyst position.
  • OR
  • Combination of Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education at the graduate level as described above. (TRANSCRIPTS REQUIRED)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, but may require slight physical effort to carry light items such as files and papers. Work is perfom1ed in an adequately heated, lighted and climate controlled office.
