Help
  • Serves as technical lead for contract administration, quality assurance, and surveillance of construction within an Area or Resident Office.
  • May serve as Contracting Officer's Representative. Assists the Resident Engineer in interpreting intent of plans and specifications, conferring with contractor to resolve differences of opinion.
  • Prepares modification documents which involves design changes, differing site conditions, variations in quantity estimates, changes in specifications and drawings, etc., resulting from deficiencies encountered during the construction phase
  • Participates in design and planning review conferences with designers or A-E's and construction contractors, or other interested parties, to discuss construction aspects and problems.
  • Exercises overall coordination of construction planning and scheduling with contractors and representatives of the Using Agencies involved with new construction and modifications to existing structures, change orders, time extensions and claims.
  • Establishes detailed quality assurance requirements and conducts continuous surveillance of contractor workmanship and practices to ensure compliance with plans and specifications on all phases of construction work,
  • Confers with stakeholders, partners, project delivery team members and subject matter experts on all matters involved in mission execution
  • Responsible for the full application of the General Safety Requirement Manual EM 385-1-1 and other District and contractual safety requirements to the work being performed under his/her supervision

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Incumbent serves as an incidental motor vehicle operator (automobile/light truck). Incumbent must maintain and possess a valid state-issued driver's license.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% for official duties/training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience qualification requirements listed below:
GS-05 Grade Level General Experience
: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes 1.) Read and/or interpret engineering concepts and methodology 2.) Resolve problems affecting the quality, scheduling, budgeting, and/or progress of work performed in completing projects. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

GS-07 Grade Specialized Experience: One year of specialized experience which includes 1. Explain/defend status of construction project 2.) Make presentations in public forums regarding quality, scheduling, budgeting, and/or progress of work performed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Provide quality assurance of contractor operations and/or methodology. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

GS-11 Grade Level Specialized Experience: One year of specialized experience which includes 1. Review designs for ease of constructability, biddability, and/or suitability for intended use. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

GS-12 Grade Level Specialized Experience: One year of specialized experience which includes 1.) Analyzing construction design plans and specifications. 2.) Monitoring designs and construction projects for compliance with contract plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. At the GS-12 Grade Level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
