Duties

Help
  • Monitors and coordinates the work of Presspersons and Printing Plant Workers on the equipment they are assigned.
  • Ensures that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations.
  • Urges or advises other workers to follow instructions received from supervisors, and to meet deadlines.
  • Inspects work in progress on a continual basis, using control panels to identify processing problems and to detect irregularities, makes adjustment as necessary to ensure quality is adhered too and to meet required deadlines.
  • Sets up and monitors the equipment by synchronizing the multiple workstations and making precise adjustments for sequencing, timing, and movement between stations to provide a continuous flow of work.

  • You must be a current Career or Career Conditional GPO employee to apply.
  • Selectees must pass a physical examination prior to appointment.
  • Strength test may be required.
  • Selectee may be requiremed to serve a one-year probationary period.
  • Males born after 12/03/59 must be registered for Selective Service.
  • Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved.
  • Duties require Moderate lifting is required for objects weighing up to 80 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.
  • Duties are performed in a well-lighted, heated and ventilated area.
  • The incumbent is exposed to low frequency noise generated by bindery equipment. The work is performed indoors, with no exposure to excessive heat or cold.
  • Selectee may be required to pass all preemployment requirements prior to appointment.
  • Selectee may be required to obtain and Maintain a Secret Security Clearance.

Qualifications

To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Offset Press Operator Leader.

Applicants must meet the following Screen-Out element to be considered for this position: Job Element #73 Ability to lead or supervise (SCREEN OUT) to be considered for this position. Applicants must also have experience and/or training of sufficient scope and quality, to independently perform the duties, which are:
1) setting up, operating, and maintaining multi-color offset sheet-fed presses (up to 7 units with split fountains) and screen-printing presses.
2) leading press operators or printing personnel.
3) reading and interpreting printing instructions such as job tickets, press specifications, paper stock, ink requirements, and finishing instructions.
In addition to the above SCREENOUT: GPO applicants must have:

(1) completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacant position. AND
(2) served a minimum of one (1) year in a career or career-conditional appointment in the GPO;
OR
(1) a baccalaureate degree or three (3) years of responsible experience in the printing industry equivalent to, at a minimum, the GPO journeyperson level. AND
(2) two (2) years of experience in the printing industry of a scope and quality sufficient to carry out the duties of the vacant position, one (1) year of which must have been at or comparable to the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement to be considered.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level.

Work Life Balance:
The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret Security Clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
