  • Provide senior-level technical leadership and advisory support for the enterprise inventory accounting operations, including guiding complex discrepancy resolution...
  • ... ensuring accountability for inventory accuracy and financial integrity, and advising management on corrective actions, risk mitigation, and process improvements in accordance with DLA and DoD policy.
  • Serve as team leader for General Supply Specialist, coordinating and monitoring work assignments to ensure inventory accounting, discrepancy resolution, and reporting actions are completed accurately and on schedule.
  • Applies extended knowledge of DoD fuel inventory accounting policies, automated accounting systems, and supply chain processes to validate inventory accuracy and resolve complex discrepancies.
  • Analyzes fuel inventory, transportation, and billing data across multiple systems to identify root causes of inventory imbalances, gains/losses, and transaction failures.
  • Monitors and manages reconciliation processes, including reviewing exception reports and help desk issues, to prevent delays in inventory transaction processing and financial reporting.
  • Plans and executes approximately 10-15 on-location Staff Assist Visits (SAVs) annually, developing metrics-based analysis to identify root causes and report on performance for Defense Fuel Service Points within the region.
  • Coordinates with Finance, Inventory Management, Order Management, Quality, and external stakeholders to resolve product quality, transportation, and supply discrepancies affecting fuel accountability.
  • Tracks team progress against milestones and deadlines, preparing reports and briefings and communicating status updates to management to support operational and audit requirements.

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Leading or coordinating work involving DLA fuel inventory accounting for the enterprise-wide Class III(B) supply chain network, ensuring the financial integrity and resolution of complex inventory discrepancies, gains/losses, and transaction failures.
  • Applying extended knowledge of DLA Fuel Policies and the full range of Fuels Accounting Procedures to validate inventory accuracy, mitigate financial risk, and ensure regulatory compliance.
  • Analyzing data from across the fuels infrastructure, including transportation and billing systems, to identify root causes of discrepancies and recommend corrective actions that enhance operational readiness.
  • Coordinating with DLA finance, Class III(B) supply chain partners, and operational stakeholders to resolve complex fuel accountability issues, with a particular focus on the Europe and Africa regions.
  • Reviewing and interpreting inventory reports, exception data, and audit-related documentation to ensure accurate reporting, the effectiveness of internal controls, and full audit readiness.
  • Providing authoritative technical guidance and advisory support to management and team members on inventory accounting processes, complex discrepancy resolution, and system functionality.

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
