The primary purpose of the position is to inform, manage, and oversee operational efforts supporting the U.S. National Science Foundation's strategic goals to attract, empower, compensate, and retain an immensely talented and highly evolving workforce.

As a Chief for Talent Acquisition Management,you will perform the following duties:
Lead, manage, and supervise Branch staff through planning and prioritizing work; monitor, evaluate, and address employee performance; train and develop staff; manage conflict; and ensure quality and productivity standards are met.
Oversee the planning and conducting of the agency's recruitment assessment programs to ensure efficiency in filling vacancies with high quality candidates in response to management's emerging needs.
Manage NSF's end-to-end recruitment and placement lifecycles, and classification position management programs for a rapidly evolving and highly technical federal workforce.
Advise agency leadership on all aspects of human resource management activities that fall under the Branch's purview and coordinate with OCHCO on overlapping functions.
Set and evaluate short- and long-term goals, services, programs, and objectives for the Branch and OCHCO.
Lead workforce transition and organizational development initiatives by streamlining and reengineering employment processes, conducting cost-benefit analyses, establishing performance measures, automating functions, and advancing agency-wide succession planning efforts.
Selectee will be required to have a background investigation prior to onboarding.
Selectee may be required to serve a 1-year supervisory probationary period.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the Federal service providing supervisory-level oversight of talent acquisition, position management, and workforce planning functions, and advising agency leadership on complex and sensitive human capital issues with significant organizational impact.
Examples of specialized experience includes: Possessing advanced knowledge of federal human resources programs, regulations, and policies, including redesigning HR processes, improving organizational effectiveness, and implementing new HR policies, processes, or operating models. Managing human resources functions in the areas of staffing, classification, recruitment, performance management, and organizational design through demonstrated leadership and supervisory expertise. Advising senior leadership, collaborating across offices, and effectively engaging internal and external stakeholders.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
