Duties

Help
  • Serves as the Resource Manager's on-site advisor regarding environmental compliance matters.
  • Prepares plans related to natural resources and environmental compliance requirements, including spill prevention and response plans and pollution prevention plans, ensuring consistency with other project plans and documents.
  • Monitors environmental impacts of diseases and exotic and nuisance species of insects and their control on project resources, such as pine bark beetle, wooly adelgid infestations of hemlocks, ash tree borers, avian flu, etc.
  • Maintains proficiency, develops and maintains a complete file regarding all applicable federal, state, and local environmental laws, regulations, and policies that impact project operations.
  • Inspects government property for unsafe conditions, and un-serviced equipment and facilities.
  • Participates in natural resources management activities such as gathering data to be used in the development and updating of Operational Management Plans and Master Plans.
  • Works with the resource manager and park maintenance staff to develop new operations and maintenance techniques to improve the efficiency and cost effectiveness of the environmental compliance program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid state-issued unrestricted motor vehicle driver's license.
  • Must obtain a Boater Operator's License and Citation Authority (Title 36).
  • Frequent visits to field sites, parks and recreation areas which requires prolonged standing, bending, stooping, climbing, and walking over rough terrain.
  • Occasional exposure to moderate risks or discomforts in storage areas, hazardous waste sites, working on or near water, exposure to hazardous or poisonous plants and animals, and operation of motorboats.
  • Risks require special safety precautions and wearing of personal protection equipment (PPE).

In order to qualify, you must meet the education and experience requirements described below. Basic Education Requirement - Natural Resources Specialist (Environmental Compliance), 0401:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
B. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Minimum Experience Requirement: Specialized Experience for GS-11:
One year of specialized experience which includes applying environmental practices, principles and techniques sufficient to plan and implement environmental, recreational, and natural resource management activities; conducting in-house inspections to ensure environmental compliance including; leading an interdisciplinary team to perform environmental assessments utilizing the Environmental Review Guide for Operations (ERGO) supplement; participating in activities associated with real estate matters (such as leases, licenses, permits and easements); interacting with the public in a natural resource setting; familiarity with Operations and Maintenance Recreation programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree;
OR
Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
