The primary purpose of this position is to perform a variety of production planning, scheduling and material technician tasks in support of depot maintenance programs and operations. These operations include the repair, overhaul, and manufacture of weapon systems including combat and strategic fixed wing aircraft, engines exchangeables, missiles, and other assets.

Duties

Help

  • Researches, analyzes, plans and initiates job acceptance for programmed/ unprogrammed workloads.
  • Manages shop capacity and calculates shop hours based on workload mixture in systems to control input to maintenance.
  • Monitors multiple shop operations, plans and suggests actual production start dates, monitors assets in-work, and monitors assets in-queue in support of the Squadron Commander/Director.
  • Provides material management support to production operations by ordering parts and material.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administration Support Positions, Production Control series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

This position is a developmental (GS-07, Target GS-11) position. Individuals selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Compiling and computing data, identifying trends or problems, and explaining procedures. Selecting the appropriate action(s) or required response(s), considering such matters as: basic purposes and characteristics of the work units, management analysis or manpower program areas, or program operations involved; or readily available sources of information; Ensuring the necessary requirements for repaired materials are readily available.

SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly. Applying principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; Ensuring the necessary requirements for repaired materials are readily available.

SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Examining current production processes and methods to ensure optimum work center design, work flow, and manpower utilization. Maintaining oversight of shop hours, skills available, equipment capacity, and parts requirements (i.e. repair, overhaul, and modification). Managing work in progress to include determining causes of production delays; recommending and implementing corrective action to minimize delays. Recommending upgrades/actions to meet production schedule, ordering of material, and utilization of floating stock requirements; Ensuring the necessary requirements for repaired materials are readily available.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

This position may be filled at the GS-7, GS-9, or GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the production organization, to include all departments being coordinated both internal and external and all production methods and procedures, labor, machinery, and manpower, and material requirements that is both comprehensive and intensive for the repair, overhaul, and modification of a variety of very complex combat and strategic fixed wing aircraft, major end items, and/or major systems.

2. Knowledge of industrial and related work processes, facilities, methods, equipment, and manning requirements to perform production control functions to evaluate and recommend solutions to problem areas in the shop.

3. Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/material support for production operations and for items that are urgent, critical, or require special handling.

4. Skill in planning unprogrammed workloads, scheduling and balancing both planned and unplanned workloads, maintaining production schedules, and preventing or alleviating production delays.

5. Ability to investigate, analyze, plan and implement restorative action as well as establish effective cost controls for difficult and complex production problems.

6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

WORK ENVIRONMENT: The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment in an occupational requirement.
