This position serves as the Assistant Director of Intelligence and Security for the State Intelligence and Security Office. This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership. The purpose of this position is to serve as the full assistant to the Director of Intelligence and Security. Share in and assists the director with respect to all phases of the work of the organization and planning, directing, and administering the State Intelligence and Security Programs. Supervises positions engaged in substantive Intelligence Security work.

1. Oversees all the State's ARNG Intelligence and Security activities, based on State force structure, equipment, and missions, which may include any or all of the following; Intelligence programs and General Intelligence Security functional areas: Personnel Security (PERSEC), Information Security (INFOSEC), Sensitive Compartmented Information (SCI), Foreign Disclosure, Communication Security (COMSEC) oversight that includes Department of the Army Cryptological Access Program (DACAP), Security Education and Training Awareness (SETA), and Industrial Security (ISP),The Army Language Program (TALP), Foundry Intelligence Training Program, Threat Awareness and Reporting Program (TARP), and Intelligence Oversight (IO). Develops, interprets, and oversees the administration of state policies, rules, and procedures adapted from policies prescribed by the ARNG, Department of the Army, Department of Defense, and/or other federal laws or regulations. Develops and promulgates short and long-range State intelligence plans and projects future requirements. Supports subordinate units and intelligence sections in developing training plans that support MI technical proficiency. Integrates, as applicable, the ARNG Funds Reimbursable Authority (FRA) and Federated Intelligence Program (FIP), Processing, Exploitation and Dissemination (PED) missions into the training, readiness, and retention plan for State Army Intelligence personnel. 2. Reviews and analyzes supported State ARNG plans and operations to determine current and future intelligence and GIS requirements; i.e., information/intelligence, equipment, facilities, supplies, personnel, funds, etc. Identifies, analyzes, prioritizes, and reports all Intelligence and GIS program requirements over the FYDP to the ARNG G2 to ensure State requirements are accounted for during yearly Program Objective Memorandum (POM) submissions for Army Intelligence and Security Programs. Reassures implementation (by lower and subordinate organizations) of the goals and objectives for the program and functions performed; determines goals and objectives that need additional emphasis, determines the best approach for resolving budget shortages and plans for long range staffing needs. 3. Using established metrics, advises senior leadership on career progression for ARNG MI Soldiers and work with the State Force Integration Readiness Officer (FIRO) FIRO to address gaps in force structure that affect soldier progression and development. Oversees policy and procedures for training and maintaining of State's Army MI equipment, systems, and networks in order to ensure subordinate units enter major training events and mobilizations with latest software and technologies. (25%)

4. Exercises supervisory responsibilities for military and civilian personnel assigned to the State Intelligence and Security Office. Sets expectations and conditions for performance, training/certification requirements, readiness, and provides regular feedback on strengths and weaknesses for assigned personnel. Reviews, accepts, amends or rejects work which has been generated by subordinates. Gives advice, counsel, or instruction to subordinates on both general policy and administrative matters. Provides or makes provisions for such development and training. Makes decisions on work problems presented by subordinates. Ensures job performance standards are consistent with organizational goals and that standards are fair, measurable and accurately evaluated. Ensures subordinate employees' job descriptions are current, valid, and support the Army's mission and objectives. Hears and resolves group grievances and employee complaints not resolved at a lower level. Reviews serious disciplinary cases and disciplinary problems involving employees and determines required action. Supports equal employment opportunity and labor-management relations' programs. Ensures efficient position management and that position descriptions of subordinates are accurate. Approves/disapproves leave. Prepares performance standards. (25%)

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.
  • This position is subject to the Domestic Violence Misdemeanor Amendment (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain a top secret security clearance within 18 months of hire.
  • Must be able to attend the ARNG Security Manager Course within 12 months of hire.

SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade (GS-11). Experience includes developing, interpreting, or recommending intelligence and security policies and procedures. Experience in organizing, administering, or evaluating intelligence and security programs. Experience in analyzing operational plans to identify intelligence requirements (personnel, equipment, funding, facilities). Experience in collecting, evaluating, and organizing pertinent facts and preparing clear and concise analytical reports or briefings. Experience in ensuring compliance with DoD, Army, or National Guard intelligence and security regulations. Specialized experience must be directly related to the duties of the position as described in the Position Description.

SUPERVISORY SPECIALIZED EXPERIENCE: Applicants must also have experience leading or supervising personnel engaged in intelligence and/or security work. This includes assigning and reviewing work, evaluating performance, providing guidance and training, and resolving routine personnel or organizational issues.

Education

There is no substitution of education for specialize experience at the GS-12 grade level. Applicants must meet the specialized experience requirements described above.

1. Knowledge of intelligence and security operations and programs, including personnel security (PERSEC), information security (INFOSEC), sensitive compartmented information (SCI), foreign disclosure, communications security (COMSEC), security education and training awareness (SETA), threat awareness and reporting (TARP), Army Language Program (TALP), Foundry Intelligence Training Program, and Intelligence Oversight sufficient to oversee and administer State Intelligence and Security activities.
2. Ability to develop, interpret, and oversee administration of policies, rules, and procedures adapted from Department of Defense, Department of the Army, and Army National Guard guidance; evaluate intelligence methods and recommend changes to improve program effectiveness and ensure mission readiness.
3. Skill in reviewing and analyzing operational plans to determine intelligence and security requirements including personnel, funding, equipment, and facilities; identifying, prioritizing, and reporting program requirements to ensure State requirements and accounted for in long-range planning and resources submissions.
4. Ability to exercise supervisory responsibilities over military and civilian personnel including planning and assigning work, establishing performance standards, reviewing and evaluating performance, providing guidance and training, resolving grievances and disciplinary matters, and ensuring efficient position management consistent with organizational goals.
5. Ability to prepare clear and concise reports and briefings; coordinate intelligence and security activities with senior military leadership and external agencies; and advise leadership on actions necessary to ensure compliance with national security requirements and operational readiness.
